| The evaluation of urban master planning implementation is mainly about the assessment and reflection on the implementation effect of urban master planning.It is of great significance to improve the quality of planning,promote social fairness and justice,and ensure that planning leads the healthy development of the city.The problem of low performance hidden under high conformance is the theoretical value of the evaluation and exploration of urban master planning implementation from the perspective of spatial performance,which is of great significance to scientifically guide the evaluation practice of urban master planning implementation and promote the sustainable development of the city.On the basis of the literature of planning implementation evaluation at home and abroad,using remote sensing image data and planning basic data,through GIS spatial analysis,Mathematical statistical analysis and empirical case analysis,and combined with the current plight of the implementation evaluation of urban master planning,this paper deeply analyzes the three core elements of planning content,planning goal and construction status.By studying the inherent logic of conformance and performance,we construct an urban master planning implementation evaluation framework based on the combination of conformance and performance from the perspective of spatial performance,and put forward a quantifiable and easy-to-operate method to measure the performance of urban master planning implementation.Then take the Xi’an Urban Master Plan(2008-2020)as the object to carry out empirical research,and explore the mechanism that affects the evaluation results of planning implementation.The main conclusions are as follows:(1)The four editions of Xi’an urban master plan since the founding of the people’s Republic of China have established the embryonic form of a modern city and contributed a lot to urban development,construction and management.Through the analysis of the fourth edition of the 2012 planning implementation evaluation report,it can be found that the evaluation report has conducted a very detailed conformance evaluation,while the special performance evaluation is slightly inadequate.(2)From the perspective of spatial performance,an urban master planning implementation evaluation framework with the combination of conformance and performance was built.It is considered that conformance and performance are the two aspects of the implementation evaluation of urban master planning.Conformance is the discussion of the degree of coincidence between construction status and planning content,while performance reflects the degree of completion between construction status and planning goal.The difference between conformance and performance lies in the difference between construction status and the comparison of planning content and planning goal.(3)Through the introduction of spatial coincidence degree and performance completion degree,a quantifiable and easy-to-operate performance evaluation method is constructed.Among them,the spatial coincidence degree measures the gap between construction status and planning content,and performance completion degree measures the gap between construction status and planning goal.Road accessibility and green space service capacity are important parameters to characterize the quality of human settlements,which show the value orientation of the planning goal of "people’s city" and are easy to quantify.(4)Taking the Xi’an Urban Master Plan(2008-2020)as an example,an empirical study is carried out.The results show that the spatial coincidence degree is high(78.74),but the performance completion degree is low(47.73).Therefore,the evaluation type of Xi’an urban master planning implementation is Pattern Ⅱ,that is,"high conformance + low performance".To find out its cause,the legality of urban planning and the seriousness of planning management give birth to the highly conformance results of urban planning implementation evaluation,while the uncertainty of urban development and the level of planning capacity are the main factors leading to low performance. |
