Research On The Evaluation Of Urban Master Planning Of Wujiang City

Overall urban planning as the policy system for economic and social development of the city, land use, spatial layout as well as comprehensive deployment、the specific arrangements and management of the constructions, plays a key role in the comprehensive coordination and macro control in the current urbanization under the background of china. It is useful for various functional departments of the cities to promote the mutual communication and convergence, and facilitate the formation of the relevant feedback information via to the effective inspection and monitoring and evaluation of the implementation of the overall urban planning, and then proposing amendments and adjusting suggestion on the policy plan and the operating system of the overall planning framework, it can help the operational process of the overall urban planning to enter a virtuous circle.Base on the requirements of "Town and Country Planning Act" and "evaluation of the implementation of the overall urban planning approach" implemented in 2008, this article intends to analyze the problems、constraints and causes existed in the current evaluation of the overall urban planning refer to "Wujiang City overall planning(2006-2020) ", learn and absorb the effective experience of evaluation of urban planning in developed regions, finally propose the organizational framework of the evaluation of overall urban planning to improve the content of evaluation and promot the overall plan for Wujiang.Contrasting with the actual situation of urban construction over the past decade, "Wujiang general rules" about city size(population, land use) edited in 2006 still owns some gaps, just like the development of the urban scale, structural imbalances in land use, unsoundness of municipal transportation network construction, frustrations about planning awareness and public satisfaction, as well as the planning coordination mechanisms are inadequate and meticulous management level is not high, the main reasons is subject to the planning and approval process, and other factors exited in the convergence of planning system. To solve these problems, we propose targeted solutions, including revitalize the stock indicators of land for construction, control of urban construction land, strengthen the comprehensive planning and construction of transportation to improve planning awareness and public satisfaction. I believe that Wujiang District need to further strengthen planning and management, rationally uses land resources, optimizes and upgrades a central city- the four major towns- Four Features spatial pattern of the town after "towns in one" system, then we can further strengthen urban functions, improve the city’s brand image to create a new growth pole of urban development in Suzhou. Through years of efforts, we will strive to make Wujiang become a modern and innovative city which owns highly developed economy, good ecological environment, infrastructure improvement and fine appearance of urban and rural.
