Research On Implementation Evaluation Of Urban Master Planning In A Public Policy Perspective

At present, China is in a transformation period, a key to the period is the realizationof public policy property. The core value of public policy is to protect publicinterests to realize. Reflection in the urban master planning is to protect the spaceimplementation of the city public infrastructure. This article is to study urban planningimplementing evaluation from public policy. The author, firstly, evaluated the space ofpublic goods to realized, and then establish an evaluation system, at the same time, thecases of application, and finally put forward planning advice.Not only to study the theories of public policy, this paper but also study urbanplanning evaluation theory and practical experience, and then pointed out problems.Exploring the public policy attributes of urban planning, the author pointed out that thecombination of the way of urban planning evaluation and public policy. The authorconsidered that the public policy perspective of the urban master planning evaluationshould be based on local public infrastructure space to implement. At the same time,Monitoring and testing of the relevant planning policies, and analyzing publicparticipation. Based on this, the author focuses on the three areas, which concluded theplanning objectives implementation, planning policy operation and planning subjectvalue, to establish system. This system includes theory frame, model method, andcontent and index system.Combining theory with practice, the author firstly analyzes the implementation ofHechuan urban master planning by using the evaluation system, then to analyze anddetermine the results of the evaluation. According to the analysis, the results belong togeneral level. It shows that there is a certain distance between the implementation andplanning objectives in the space of public goods. In addition, we need to strengthenmanagement and supervision of planning space, to strengthen planning policy attributes,and to raise public recognition of urban planning.With case results, the article discusses the internal mechanism of theimplementation of the evaluation. The author says that the reason caused the currentstatus includes: the loss of planning policy property, the uncertainty of planning, theunprotection of planning implementation and planning participation is not high.According to the problems, the author finally proposed several suggestions topromote the implementation of the urban master planning. The author suggested the implementation of the city planning from the perspective of public policy, should payattention to the master planning as guide functions, should pay attention to the role ofrecent construction planning, should pay attention to the compilation of economic andsocial development plans union, should pay attention to the urban master planning asurban public policy implementation method, should pay attention to improve planningimplementation evaluation of the scientific nature, should pay attention to establishplanning implementation evaluation the responsibility mechanism.
