The Study On The Implementation Evaluation Of Master Planning In Tongchuan City

Urban master planning as a programmatic document of development in urban and rural, plays a decisive role in the planning system. Implementation evaluation is a comprehensive test to the quality of planning, and an essential part in urban planning system. Enacting New National Urbanization Development Planning, establishes the new ideas, new ways and new path of urban development, aims to lead the city by the extensive expansion to organic growth development, namely the transformation of the urban development. While the urbanization is still in the stage of rapid development, urban economic, social and ecological environment is undergoing profound changes. In this context, urban master planning face a double challenge of urbanization and development transformation, the development goals are facing challenges, planning accuracy, operability and sustainability worth reflecting on the review, carring out timely evaluations of implementation is indispensable. In this paper, planning implement assessment is an attempt to explore the development of urban science in this particular environment.This paper from urban transformation, implementation evaluation and other core concepts explainning to begin, analyzes the law of the development of resource-based cities in transition and the main purpose of urban planning assessment, summarizes the mechanisms and path of transformation about typical cities, including the mechanism and route of typical resourcebased cities in transition,the content and methods of assessment of urban planning.On this basis, exploring the inner relationship of restructuring development and master planning. Next recognizing the current development and the current master planning of Tongchuan City,konwing the typical characteristics and the main problem about resources industry dominating economy, unsustainable resource decline, space development limited in Tongchuan city.Then establish the public interest value, the effect, process and sustainability for the evaluation dimension; with the mandatory content, the urban transformation and sustainable development and public satisfaction index for the key of assessment, selecting index in the way of membership judgment, correlation analysis, validity and reliability examination, building a resource-based implementation of urban master planning evaluation system. Finally we test the typical resource-based city- Tongchuan City Master Planning(2005-2020), determines the implementation in good condition, the diverse factors affect the results of the implementation, further discusses the basic path of restructuring development of Tongchuan city, proposes urban external integrated into the regional- docking Xi’an metropolitan area, internal optimization function- to promote the development of urban comprehensive restructuring proposal, and combines with the overall urban planning revision to be refined.
