The Overall Urban Planning And Implementation Of Assessment

Urban planning's implementation evaluation is an indispensable part of planning system,Only through planning implementing evaluation can really understand planning's status, establish the core value of city planning discipline, then the urban planning could get social cognition. In china, urban planning's implementation is required by law, a great many of research related to implementing evaluation is carried out in domestic, and also many people explores the methods in implementing evaluation. But for a variety of reasons, the existing planning implementation evaluations are difficult to evaluate comprehensively and effectively. This research wants to through the research of planning implementation evaluation to explore an evalutate method which is not only adaptation of our current national conditions, but also comprehensive and effective. We use this method to evaluate the planning implemention of Changsha.Based on a large of domestic and international planning implementation evaluation's theory and practice, we consider that the planning implementation evalutaion should have two parts:planning implementation process evaluation assessment and planning implementation result assessment. The traditional planning implementation evaluation pay close attention to implemetaion results ignoring implementation process, this will not only be hard to judge the correlation of implementation and planning, but also be hard to know the reason of implementation result. First, this research introduces evaluation system should reflect the value orientation:social common value orientation, the pursuit of social public interest, before constructing the planning implementation evaluation system; Second, we clear and define the assessment key:plan's public police properties, implementation of space, the sustainable development of the city, at the same time we should focus on the analysis of the implementing mechanism. After referencing the relevant theory and practical experience domestic and abraod, we establish the planning implementation evaluation system. Using stratified analysis and experts consultation method to define the weight of evaluation system, to make sure the index weight can be more reasonable. We Use GIS technology, public survey method, qualitative and quantitative analysis method to evalutate the plan implementation. Finally this research analyses the city planning implementation mechanism in Changsha and sugests the effective implementation method of master planning.
