Evaluation Of The Implementation Of Urban Master Plan Oriented-natural Of Public Policy

The urban construction becomes more and more rational after the several decades’speedy development. It starts to change into the stage of connotation development andthink about the result of the city, which is from its quality to quantity.The master plan should integrate the different requests of their development, not onlyconcentrate on the building. Therefore, the increased attribution of public policy has beenaccepted by lots of people. However, the evaluation of technique level was ignored throughthe summary and assessment of the implement of master plan. Also this kind of result hasnot truly affected the relationship between city development and its position, function andconnotation. Guiding by the attribution of public policy in overall planning, this paper willtry to structure a series of evaluation system which are contained by project evaluation,process evaluation and implement evaluation.Firstly, based on the theory and practice of absorb and reference the western publicpolicy evaluation, hackling the theory development of city planning and the process ofplanning practical evaluation, then summarizing the search of evaluation theory in thedomestic planning.Secondly, through the interpretation of the attribution of public policy in overallplanning, it points at the “publicity” and “policy-related” of practical management incurrently city planning is more important. There are some questions are indicated by theimplement evaluation in overall planning as below: lack of public participation in planningevaluation, appraised content is less reflected in the character of public policy,Thirdly, on a basis of the character of public policy, this paper structured the overallplanning practical evaluation system which is based on the attribution of public policy;also the evaluated index system is built by the project evaluation, process implementevaluation and implemented effect.Finally, as the case study of master plan in Wuxi city, the weak points are analyzed inthe implement evaluation system; also the optimized suggestion is mentioned in thestructured evaluation system as well.
