Research On Evaluation System About Implementation Of Huolin Gol City Master Plan

With the economic development and social progress, the urban construction is developing rapidly at an unprecedented rate. While people are enjoying the benefits brought about by the rapid urban development, they come to realize the blindness and uncertainty of the development, which has given birth to a new discipline- Urban Master Planning. The urban master planning guides the development and construction of the city. However, in the meantime, many phenomena which cannot adapt to the urban development have appeared in the planning, and this calls for timely and dynamic evaluation studies on the urban master planning in order to provide theoretical and data supports for the revision of a new round of planning. Nowadays, the issue that the evaluations and reflections on the urban planning implementation are lagging behind has become a common problem in the implementation process of domestic urban planning. The domestic existing studies on urban master planning are few and those relate to overall planning evaluation are even fewer. Therefore, it is of great urgency to conduct a comprehensive and systematic research on the implementation evaluation of urban master planning.Taking the theoretical achievements obtained by relevant studies abroad and at home for reference, considering the current development situation of Holingol City to build the overall planning and implementation of the evaluation system which based on socioeconomics, sustainable development theory, and system engineering theory. It takes hierarchical and comparative analysis method to evaluate the contents of 《Inner Mongolia Autonomous Region Holingol city Master plan(2009 to 2030)》. The paper summarized the following conclusions:As a result of flowing population, the deviation between prediction and reality, the household population urbanization rate reached 88%, in line with trends in urban development planning requirements. Residential land indicators go over the size of the planning forecast, that public facilities, industrial land and warehousing land targets are close to the size of the planning forecast. Economic development and expected is a little out of sync and the layout of housing estate is unreasonable, at the same time, urban transport and urban environment construction have a lot of room to improve.Overall Planning of the next step should focus on in terms of responsibilities, scale of urban land, layout of urban space and increase public participation to be improving day by day, which plays a guiding role in the overall city urban construction and development,and achieves sustainable urban development.
