As a legal basis in the construction and governance of guiding city, urban planning is a public policy that directs, regulates and enhances the sequential and high-efficiency development of the city. However, accompanied by increasingly fast the process of urbanization, not only has it not performed a correspondingly role on the development of urbanization but also has caused a sequence of urban difficulties. Hence, strengthening the effectiveness of the urban planning, fully playing its guiding role, has transformed a significant problem in the profession of Chinese urban planning. Planning assessment is an indispensable element in the system of urban planning, which is able to efficiently detects, monitor and corrects the implementation of current planning as well as collecting relevant feedback in order to compile planning, policy-formulating and provide constructive suggestion. Currently, there are a large number of relevant studies on the theories of urban planning evaluation in China. Owing to the excessive content of urban planning and restricted by some effect of uncertain factors, it is hard to either efficiently implement planning assessment or evaluate the content on the basis of superficiality. According to the contemporarily existing weakness of domestic urban planning evaluation, this dissertation cites the city of Anqing as an example to demonstrate the evaluation content and methodology for the general implementation of urban planning.This dissertation initially summarizes the theoretical foundation and practical experience in the current situation of conducted evaluation of domestic and overseas planning, indicating the drawbacks of current domestic planning assessment. It stressed that, as a public policy, the core value of urban planning is to safeguard the common interests not been invaded. Thus, it is absolutely necessary for evaluation system to build up the judgment of correct value. In the second place, the public interests of generally planning implementation can be mainly presented in three aspects: the public interests occupied by the urban space carried out, public interests came into the operation in governmental decision, or the extent of participation and satisfaction in the public about city-constructing. Based on the implemented routes and evaluated features of urban general planning, the paper pinpoints exactly that the estimation of urban planning should analyze the issues from many different angles instead of adopting marking-system. The appraisal of room-distributing is not merely the contrasts of consistency between current status quo and planning, but also it is the whole process from space-distributing, namely, the population of urban planning--controllability of detailed planning--exploratory construction, by virtue of quantifying and location to study whether public interests invaded from the each phase to the cohesion of previous layer. This dissertation is based on three dimensions which are implementation of spaces, operation of governmental decision and public participation to establish the appraisal system of city total planning implemented from public interests perspective. Finally, it, depending on the structure of appraisal system, employs a method of spatial analysis which is GIS via providing Anqing as an empirical research objective. In addition, not only does it combine investigative interview with completing a questionnaire to assess, but also explains existent issues and relevantly influential factors in the process of planning implemented.The dissertation also proposes several recommendations to improve the implementation of master planning. First of all, it is supposed to emphasize the target of planning elaborated as well as action of planning when drawing up the planning content, meanwhile, integrating into the decision of the government, arranging the detailed implementation of schedule, in coordination with department and funds appraising etc. Besides, the implementation of master planning ought to focus attention on public involvement that signifies the switch of participation from putting forward proposal to decision-involving; by means of reinforcing the supervisions and inspections of planning-constructing, establishing the complete mechanism for planning-supervising and enlarging the scale of inspection. Last but not least, it is essential to erect the platform for infrastructural data information, so as to boost the efficiency of urban governance, intensify the feedback on planning-detecting and fully guarantee the effective communication in each department, according to the guidance on urban planning leading to a sequential progress.
