Urban Rail Transit PPP Research On The Performance Evaluation Of The Project

Due to the continuous development of urban integration,rapid urban population and economic growth,coupled with the government’s strong push for the implementation of public policy measures,China’s urban rail transit has gradually entered a stage of rapid development.But the huge volume of rail transit has brought about great pressure to the government,and the threshold of the social investment is relatively high,low efficiency,large amounts of traffic also create constant pressure to operations,in addition,rail transit is public facilities,high operating costs and returns for a long time,large investment,the implementation process is more complex,so the need for the PPP in urban rail transit project to make the scientific and reasonable performance evaluation,can effectively solve the above problem.This paper sorts out and elaborates relevant theories such as urban rail transit PPP project and performance evaluation.On this basis,it sorts out the main body,object and scope of performance evaluation of urban rail transit PPP project,and defines the research Angle and goal of this paper,so as to make a scientific and reasonable comprehensive evaluation of PPP project.On the basis of the performance prism method,based on the five dimensions of the performance prism model,C-OWA operator is used to determine the index weight and grey clustering based on the whitening weight function is used to evaluate the whole project.Finally,the performance evaluation is verified by the new airport rail line in XX,which pro ves the rationality and practicability of the performance evaluation,reflects the situation of each stage of the project,and puts forward specific Suggestions,so as to guide the healthy developme nt of China’s rail transit industry.
