With the development of China’s economy,actively promoting the construction of urban rail transit has become an indispensable part of the current national development strategy.However,at present,PPP project performance management has not established a set of unified and complete performance index system suitable for rail transit projects,which leads to some deviations and defects in practical application.Therefore,it is necessary to conduct a scientific and reasonable performance evaluation of urban rail transit PPP projects in order to promote the further improvement of the performance management rules of China’s PPP projects.On the basis of combing and summarizing the characteristics of PPP urban rail transit projects and the research process at home and abroad,combined with relevant national policies and standards,36 initial indicators were identified,and reliability and validity tests were carried out by questionnaire research and mathematical statistics to verify the reliability and effectiveness of the data.Finally,31 key performance indicators were obtained.The concept of DPSIR is introduced,and the index dimension is divided into five aspects: driving force,pressure,state,influence and response,so as to ensure the comprehensiveness and rationality of the index system.Then,it systematically combs and elaborates relevant theories such as urban rail transit PPP project and its performance evaluation.On this basis,it comprehensively combs the subject and object of its evaluation and the evaluation stage,clarifies the research Angle and goal,and thus realizes the scientific,reasonable and comprehensive evaluation of PPP project.By using C-OWA operator and regular triangle fuzzy number method to calculate the weights of indicators and determine the relative importance of each indicator,the weight results are basically the same,which further proves the scientific and feasibility of the indicators.On this basis,an evaluation system based on Choquet fuzzy set theory is established to measure the project performance level and its comprehensive benefit objectively.Finally,Beijing Metro Line 4 is taken as an example to verify the operability and rationality of the performance evaluation model,comprehensively reflect the situation of each stage of the project,and put forward relevant suggestions and rectification measures to promote the healthy development of China’s rail transit industry.
