The construction of urban rail transit in China involves a significant investment and long construction period,which,combined with tight financial resources,makes it challenging to secure the necessary support.To ease the capital pressure and improve financing efficiency,the government encourages the use of PPP financing mode.However,due to the short development of PPP projects in China,there is currently no complete performance evaluation system for the operation period.Therefore,a scientific and rationale performance evaluation system is necessary to promote the high-quality and sustainable development of urban rail transit PPP projects.This thesis analyzes the existing problems in the performance evaluation of urban transportation PPP projects during operation period,and proposes a performance management opertaion guidelines for PPP projects(Caijin [2020]No.13)based on relevant concepts of PPP mode,urban rail transpotation PPP projects,and fuzzy matter meta-related theories.The guideline includesthree dimensions of output indicators,effect indicators and management indicators.The thesis applies the AHP-CRITIC fuzzy object element analysis method to establish a comprehensive performance evaluation model for urban rail transit PPP projects during the operation period.The constructed model is verified for feasibility and scientificity by using the Xuzhou Line 1 PPP project as an example.Based on the performance evaluation results,and proposes corresponding countermeasures for the healthy development of PPP projects.The following research results can be derived from the research of this thesis:(1)The construction of a set of performance evaluation index systems for urban rail transit PPP projects during the operation period that meets the requirements of No.13.This systemcontains 3 primary indicators,15 secondary indicators and 34 tertiary indicators.(2)The combined weight assignment of AHP-CRITIC is determined and fuzzy mathematics is introduced on the basis of object analysis,and the performance evaluation model of urban rail transit PPP projects during operation period is constructed through object transformation and fuzzy boundary.(3)The performance evaluation model is substituted into the actual case to verify its feasibility and propose countermeasures based on the performance evaluation results.
