Urban rail transit is the basis and support of development planning in the context of new economic reform,but the construction capital of urban rail is huge,and the application of PPP mode can alleviate the shortage of short-term capital and can introduce multiple construction and operation subjects.Since there are many stakeholders and complex system relationships in PPP mode performance evaluation indexes,how to construct the evaluation index system and reasonably set the index weight coefficients is a major difficulty in performance evaluation.At the same time,due to the different methods of determining the evaluation values of qualitative and quantitative indicators in the evaluation process,the fuzzy and random transformation of different types of indicator data will also affect the evaluation results.It is of practical significance to conduct performance evaluation research on urban rail PPP projects to address the above problems.Based on this,this paper analyzes the current situation of research under urban rail transit PPP mode to understand the current research status and shortage of performance evaluation during operation period.First,the theory of urban rail transportation PPP projects shows the inevitability of introducing social capital in this field by analyzing it.It also provides an overview of the theories and common methods related to the performance evaluation of PPP projects and further defines the content of the performance evaluation of urban rail transit PPP projects.Next,indicators are selected from four aspects: financial indicators,production operation,satisfaction,and project effectiveness during the operation period of rail transit.Combined with the characteristics of urban rail projects,the performance indicators are modified after several rounds of indicator screening and expert validation sessions.In view of its performance evaluation status quo with problems such as neglecting structural rationality analysis,the initially selected indicators were further analyzed by combining social network analysis method,so as to determine the performance evaluation index system applicable to the operation period of urban rail PPP projects.Then,through the research and analysis of different weight determination methods,the projection tracing method(PPC),which has the characteristics of both objective evaluation and expert experience,is adopted to determine the index weights,so as to reduce the arbitrariness of subjective evaluation and the problem of homogenization of traditional objective evaluation results.To address the problem of ambiguity and randomness of evaluation information that is difficult to solve in traditional evaluation methods,a performance evaluation model based on cloud model-DS evidence theory is constructed.On this basis,the evaluation results of the model are compared and analyzed with those of two other evaluation models,which fully proves that the model has certain advantages.Finally,according to the established evaluation index framework and evaluation model,the case is comprehensively analyzed by taking the metro PPP project of city S as an example.The analysis results show that the performance evaluation level of the metro rail PPP project in S city is at a good level,and the evaluation results fit with the actual situation,which proves that the evaluation model proposed in this paper is reasonable and practical.
