With the accelerated pace of urbanization,the urban permanent population is increasing year by year.The increase in population and travel demand has led to more serious traffic congestion,and urban surface land resources are increasingly scarce.With the continuous development of the economy,people’s need for a better life continues to increase,and the need for transportation and travel also increases.In recent years,various cities have been competing to apply for urban rail transit projects.Rail transit conforms to the current concept of green development.It generally travels in underground spaces,with characteristics such as large capacity,fast speed,and green environmental protection.Moreover,it can effectively alleviate the problem of surface traffic congestion while meeting the growing travel needs of people.As an important urban infrastructure,urban rail transit has a huge investment,a long construction period,and it is difficult to obtain significant investment returns in a short period of time.This has brought great pressure on local governments in terms of funding.However,the introduction of PPP mode can effectively integrate government and social capital resources,give better play to their respective advantages,and effectively alleviate government pressure.At present,PPP mode has been widely used in various engineering fields in China,but China’s PPP mode started relatively late and the corresponding legal and regulatory system has not yet been improved.The application of PPP mode in the field of rail transit began with Beijing Metro Line 4 in 2004,and other cities have gradually started to apply PPP mode to rail transit projects,How the actual performance of rail transit PPP projects is a topic worthy of in-depth study.This article provides an overview of the concept and characteristics of PPP mode,the development history and characteristics of urban rail transit,the definition of performance,and related theories.Subsequently,the performance evaluation indicator system for this article is established.The steps are as follows: First,enter keywords on CNKI to search for 53 papers related to the performance of urban rail transit PPP projects,and select 18 papers that are highly relevant to this article through sorting and analysis to establish the indicator dimension of this article;Secondly,12 of them were selected for statistical analysis of indicators,and on this basis,a preliminary indicator system was established for this article;Finally,by issuing questionnaires to optimize the indicators,a total of 129 questionnaires were effectively recovered.Based on the survey results,the indicator system of this article was established,with a total of 31 indicators.Comprehensively considering the characteristics of the research object and the feasibility of the method,the C-OWA operator method is selected through comparative analysis to determine the indicator weight,and then the appropriate gray clustering method is selected based on the actual situation of this case to build a performance evaluation model.This article conducts a case study of the PPP project of Nanchang Rail Transit Line 3.Although Nanchang Rail Transit has been in operation for some time,as a second-tier city,there is still a certain gap between the current operation status of Nanchang Metro and several new first-tier cities in the central region.Therefore,this article conducts research on it from the perspective of an independent third party.Nine experts were invited to score 31 indicators,and then combined with the C-OWA operator to obtain the weight of each indicator.Finally,a comprehensive performance evaluation was conducted using the gray clustering model.The evaluation results were good.Based on the evaluation results,various dimensions were analyzed,and corresponding suggestions were proposed in combination with the actual situation,with a view to providing reference for the development of rail transit in similar cities.
