Study On Performance Evaluation Of PPP Project In Urban Rail Transit Line 3

At present,the PPP model has a large number of applied in the construction of public facilities in the field of our country,the application of PPP model the case of failure of the case is not rare,the root cause is that in the PPP mode application in our country at the same time not matching and perfect laws and regulations system,lead to the PPP project lack of powerful constraints and supervision at runtime.Performance evaluation is the basic condition for PPP projects to realize effective contract constraint and efficient supervision.Scientific performance evaluation mechanism and appropriate performance evaluation method are the prerequisites for the realization of efficient supervision.In addition,in view of the current situation,although PPP mode has been applied to various types of public infrastructure projects in China,the unit holding the lead responsibility of PPP projects is still the government or relevant departments authorized by it,and the government or its authorized departments also assume the function of project supervision.Under such circumstances,the project performance evaluation is also fully controlled by the leading party of the project,which inevitably has some negative impact on the participation of social capital in PPP projects.In view of the above adverse situation in the application of PPP mode in China,this paper studies the performance conclusions of domestic and foreign projects applying PPP mode.Then the relevant theoretical basis of PPP model,performance evaluation,urban rail transit is analyzed and elaborated.Then,based on the actual cases,it conducts A holistic and systematic study on the performance evaluation of the PPP project of Line 3 of Urban rail transit in A from the perspective of an independent third party.Under the guidance of stakeholder theory,public product theory and benchmarking management theory,the project performance evaluation index was identified by literature research method.The index system was screened and optimized through questionnaire survey to establish the performance evaluation index system of the case project in this paper.The entropy method was used to determine the index weight,and the expert scoring method was used to score the index of the case projects in this paper.Finally,the fuzzy comprehensive evaluation method was used to calculate the scoring results,and the evaluation results were obtained and analyzed.This paper studies the operation of the case project under THE PPP mode,provides some reference and guidance for the followup implementation and decision of the case,and then provides some theoretical basis for improving the deficiencies of the PPP project in the construction of urban rail transit.
