As the main force to promote new-type urbanization construction in Xinjiang Production and Construction Corps,Twelfth Divisionis located in Urumqi,where water shortage is serious.With the advancement of new-type urbanization,water demand and waste water discharge increase,and shortage and pollution in water resources are becoming more serious.Therefore,it is particularly important to optimize water resource allocation.Water balance analysis between supply and demand was carried out in Twelfth Divisionfor various planning level years,when water demand was predicted to consider the effects of new-type urbanization construction.Consequently,a water resource allocation model was established on genetic algorithm.According to the actual problems in developing and utilizing the water resources in the Twelfth Divisionis,combined with the local situations,the water resource allocation scheme was simulated for various planning level years by limiting the total water consumption,which would provide evidence for the comprehensive coordination and sustainable development of water resources,social economy and ecological environment.The main research contents and results are as follows:(1)Analysis of water supply and demand in the Twelfth Divisionis.Based on the analysis of runoff of four rivers such as Urumqi River,the available surface water and groundwater in Twelfth Divisionwere estimated in the current year;According to the limitation of "three red lines",the available surface water in the short-term(2025)and long-term level year(2035)was predicted to be 185.10 and 181.50 million m3,respectively,and the available ground water in the two years was estimated as 43.14 million m3.Based on the corresponding scale of new-type urbanization construction in the Twelfth Divisionis,the total water demand in the short-term(2025)and long-term level year(2035)was predicted to be 279.55 and 311.87 million m3,respectively,by considering the economic and social indicators,industry proportion and water demand quota.(2)Water balance analysis between supply and demand in the Twelfth Divisionis.According to the current situation regarding water resource utilization in the Twelfth Divisionis,water balance analysis between supply and demand was carried out in the current year.In different planning level years,based on the prediction of water supply and demand in agriculture,industry and living,water balance was analyzed in two scenarios with various inflow water quantity.(3)Research on allocation model and optimal allocation of water resources in the Twelfth Divisionis.According to the management demand of water resources named "three red lines" and the limitation on total water consumption,an optimal water resource allocation model was established on genetic algorithm and water balance analysis between supply and demand,and subsequently the water resource allocation scheme in Twelfth Division was optimized for different planning years.
