As the source of life,water is an indispensable material resource for human survival and development.Since the reform and opening up,with the rapid development of social economy and people’s yearning for a better life,our demand for water resources has been increasing.Problems such as ’more water,less water,dirty water and muddy water’ have made the water resources problem increasingly serious.For arid areas with serious water shortage,reasonable allocation of water resources is the key to solving the problem of ’water shortage’ and improving the effective utilization of water resources.In this study,Moyu County,Hetian City,Xinjiang,was selected as the study area for the arid areas in Northwest China.The natural geography,social economy and other factors were comprehensively considered,and the optimal allocation of water resources in Moyu County was realized in combination with the actual development needs.Firstly,water resources are divided according to the current situation and geographical characteristics of water resources in Moyu County,and the problems existing in the development and utilization of water resources in Moyu County are put forward.Secondly,based on the prediction results of social and economic development in Moyu County,the water supply and demand of Moyu County in 2025 and 2035 are predicted.Finally,the balance between supply and demand of water resources in Moyu County is analyzed,and the optimal allocation model of water resources with the goal of maximizing economic,social and ecological comprehensive benefits is established and solved to achieve the optimal allocation of water resources.The main research contents of this paper are as follows:(1)According to the present situation and geographical characteristics of water resources in Moyu County;the water resources are divided into three areas:Kahe irrigation area,Harap irrigation area and Kawake irrigation area.The current situation of water conservancy projects is understood from the aspects of reservoir engineering,river drinking water engineering and other projects,and the water supply and water consumption and water use efficiency in the current year(2019)are analyzed.The problems existing in the development and utilization of water resources in Moyu County are put forward.(2)Based on the investigation of water resources in Moyu County,according to the principle of available water supply analysis,the available water supply of surface water and groundwater in Moyu County in 2025 and 2035 under the control of 75%water frequency and total water consumption is predicted respectively.(3)Based on the indicators of population,industrial development,agricultural development and urban greening,the social economy of Moyu County is predicted,and the index prediction method is used to predict the living,industrial,agricultural and ecological water requirements of the study area in the planning year(2025and2035).(4)The supply and demand balance of water resources in Moyu County is analyzed under the conditions of available water supply and total water consumption control;according to the results of supply and demand balance,under the condition of a certain amount of water,a multiobjective optimization allocation model is established to alleviate the contradiction between supply and demand of water resources,realize regional economic and social development and ecological environment protection as the objective function.The NSGA-Ⅱ algorithm is used to solve the problem,and the optimal allocation of water resources in each partition of the planning year(2025 and 2035)is obtained to achieve the supply and demand balance of water resources.
