Water is the life source of natural ecology and the key to the survival of all things.In recent years,due to the shortage of water resources,the contradiction between water supply and demand has restricted economic development,affected political stability and caused ecological and environmental problems.It also has seriously affected our country's sustainable development strategy.Therefore,it is very important to study the optimal allocation of water resources in China.Taking the eastern plain of Handan City as the research area,this paper introduces the basic situation of the region,and makes an investigation and evaluation of the water resources in the eastern plain area according to the new administrative district of Handan City.This paper describes the socio-economic indicators,water conservancy facilities,water supply and water consumption of the whole region in the current level year(2015),and then find the existing problems in the development and utilization of water resources in the whole region are found through the analysis.On this basis,the regional available water supply and water demand in the planning level year(2020)are forecasted,then the available water supply and water demand in the eastern plain with assured rate of 25%,50% and 75% are obtained.The supply and demand balance of water supply and water demand is analyzed.From the result of supply and demand balance,it is found that the amount of water shortage in regional agriculture is larger,then combined with agricultural high efficiency and water saving and planting structure adjustment,the development of irrigated area of farmland is replanned,and agricultural water demand is recalculated,so that the balance of water supply and demand can be achieved under the guarantee rate of 50% in the whole region.Finally,the optimal allocation of water resources is carried out for the final water supply and demand scheme after adjustment,this paper introduces a new optimal configuration method: whale optimization algorithm,with the advantages of simple parameters,fast convergence and global optimization,the algorithm is applied to the optimal allocation of water resources in the easten plain of Handan,The optimal allocation model of water resources with the optimal economic and social benefits of the whole region as the objective function is established,and the coefficients of the objective function and the parameters of the optimal allocation model are determined.The results of optimal allocation of water resources in the eastern plain of Handan City are obtained.The results show that,by optimizing the allocation of water resources in the eastern plain of Handan in 2020 can effectively solve the shortage of water supply in the plain year and alleviate the contradiction of water supply and demand in the dry year to a certain extent.It is of practicalsignificance to realize the rational and full utilization of water resources in the eastern plain of Handan City and also helpful to the region's social,economic,resources and other aspects of coordinated development.
