As the host city for the Winter Olympic Games,Donggou basin of Chongli county will accept a large number of tourists and related enterprises in 2022.Major events will put pressure on the water resources carrying capacity in this region.In the past ten years,because of unreasonable human activities,water problems have affected the water security and ecological stability.Besides that,it also restricted local economy and social development.What is the amount of available water resources in Donggou basin?Can water resources carry the development of economy and society in the current day and the future?How can different water users use water resources in an effective way?These problems need to be solved at present.This paper established a distributed hydrological model to simulate the physical process of water cycle in Donggoubasin.By setting different climate and land use scenarios,it revealed the response of run flow with variation from climate and land use.By calculating the water resource balance index,the current status of water resources carrying capacity could be analyzed in current days and predicted in different planning years.Based on the calculated outcome,a multi-objective water resources allocation model was built to optimize water resources allocation for different water demand users.The main conclusions are as follows:(1)The simulation of the hydrological cycle showed that the SWAT model had the applicability in this region.The available water in different hydrological year were 29.56million m3?23.59million m3 and 18.23million m3 respectively.By setting the climate and land use scenarios,the hydrological prediction showed that the combination effect of increased precipitation and reduced air temperature had a significant impact on the runoff.The runoff under the land use scenarios in 2000 and 2015 were 0.50 m3/s and 0.46 m3/s respectively.(2)Using the water resource balance index to evaluate the carrying capacity of water resources in the Donggou basin,the data showed that the water resource carrying capacity has declined from year 2005 to year 2016 and the water resource balance index(IWSD)has dropped from 0.54 to 0.06 during these years.What's more,the capacity tended to be critical state in 2016.According to analysis of water supply,it could be seen that the main type of water supply is groundwater,accounting for 87.91%.With agricultural development,agricultural water demand is the main type of water demand,accounting for 65.02%of the total water demand.(3)Through the prediction of the water resources carrying capacity in 2022 and 2035,it showed that when the hydrological year was a dry year,the water resources carrying capacity in different planning years was critical in summer,overloaded in spring,autumn and winter.What's more,it was severely overload in winter;when the hydrological rate is equal to 50%,water resources can be carried in spring,summer and autumn and it was in critical state in fall.What's more,it was severely overloaded in winter;when the hydrological rate is equal to 25%,water resources can fully carry socio-economic development in spring,summer and autumn.In addition,it was severely overload in winter.(4)Establishing a multi-demand water user benefit model and then dividing the multi-object into six goals:living,agriculture,industry,tourism,ecological environment and other water-demand benefits.What's more,restricted conditions were set on water supply,water demand and sewage treatment.After calculation,it was obvious that in winter 2022,tourism water demand and snowmaking water demand were provided by transferring water.In addition,water supply was 7.34×105m3 and 1.37×106 m3 respectively.In 2035,the shortages amount of winter tourism and snowmaking water were 1.47×106 m and 1.67×106 m3 respectively.Considering the sustainable development of water resources,water supply and demand balance should be achieved in the long-term planning year.Therefore,to avoid the transferring water supply,the reservoir can be established to supply the tourism water demand and snowmaking water demand.
