Research On Equalization Of Service Supply In Shanghai Public Libraries(2008-2017)

Since the beginning of the new century,socialism with Chinese characteristics has entered a new era.General Secretary Xi Jinping said: "The people 's need for a better life is becoming more and more extensive.It not only places higher demands on the material and cultural life,but also in democracy,the rule of law,fairness,justice and security,Environmental and other requirements are increasing." This also shows the urgency of spiritual civilization construction and the country's emphasis on the overall fairness and justice of society.Public library services are an important part of China's spiritual civilization construction.Whether their services are equal affects the fairness and justice of society as a whole.Strengthening the construction of equalization of services in public libraries is conducive to guaranteeing citizens' basic cultural rights and allowing knowledge and cultural achievements to benefit more citizens.As a kind of public welfare service,the equalization of public library services is mainly on the supply side.It is a demonstration of social fairness and justice and is conducive to the construction of social harmony and stability.In recent years,Shanghai has made remarkable progress in the construction of public library services,especially in terms of hard indicators such as the construction of facilities and networks,which have been at the forefront of the country.However,from a specific point of view,in the past ten years,there have been different levels of public library services in different areas of Shanghai,and the level of equalization is obvious.This research is produced in this context,the article mainly uses literature retrieval,empirical research,quantitative analysis methods.Relying on the theory of public goods,welfare economics and Rawls 'theory of fairness and justice,from the perspective of fairness and justice,the status quo and existing problems of the equalization of service supply in Shanghai 's public libraries in the past decade(2008-2017),And the cause of the problem and the specific solution path are analyzed and summarized.The first part mainly elaborates the related concepts and theoretical basis of the equalization of public library services,and analyzes the representativeness of the research objects.The second part summarizes the development history and development status of Shanghai public libraries,determines the corresponding public library service equalization indicators from the aspects of input and output,uses the coefficient of variation method byreferring to the relevant data collected by the data and actual surveys And the weighted sum to calculate the coefficients of variation of various indicators in the past ten years to determine the equalization difference level of different indicators of the equalization of service provision in Shanghai 's public libraries,and draw the following two conclusions: The overall difference in the equalization of library service supply is mainly reflected in the input and output aspects.Moreover,there is also a gap between the coefficients of variation of various indicators,and the equalization difference of some indicators is huge.On the other hand,the level of difference in the equalization of service provision in Shanghai 's public libraries has been slowly declining in the past decade.The third part reveals and summarizes the problems in the equalization of public library services in Shanghai,mainly reflected in the two aspects of input and output,manifested as insufficient financial input,uneven distribution of talents,infrastructure to be improved and inter-regional The service content is too different.Finally,this paper analyzes and summarizes the reasons for the excessive equalization difference of Shanghai public libraries: the uneven regional economic development of Shanghai,the deviation of the positioning of government functions,the weak role of the current transfer payment system,and the lack of performance evaluation mechanisms and accountability mechanisms.Combined with the specific situation of Shanghai's development,it proposes corresponding solutions for the equalization of Shanghai public library services.The main solutions include the improvement of the quality of software construction based on the equalized coverage of public library service facilities;the transformation of government functions and the improvement of related systems;multi-party collaboration and the introduction of social forces;the role of digital technology in public library services;From these four aspects,the level of equalization of service provision in Shanghai's public libraries will be improved.
