As a public welfare institution of cultural education,the Children's Library is an important part of the public service system,and an important base for children and teen-agers to cultivate their reading habits and reading interests.It is also the starting point for children and youths to obtain lifelong education.Since the reform and opening up,China's children's library has made considerable progress and achieved remarkable success.However,many protection measures for people's livelihood have also caused inequality while promoting the construction of the children's library public service system.For a long time,due to the urban-rural dual structure,high-level and high-quality cultural resources are still concentrated in cities,therefore,special children groups such as rural children,vulnerable children,and disabled children cannot enjoy equal access to children's library public services as urban normal children do.As the only independent children's library in our city,the Yangzhou Children's Library is responsible for ensuring the equalization and realization of public services among all children in the city.Based on elaborating the equalization of public services and related theories,this article applies the new public service theory,social fairness theory,public product theory,and adopts literature research,comparative research,comprehensive induction and other methods to analyze the status quo of equalization development and the reality challenges of Yangzhou Children's Library.On the aspects of regional coverage,children's groups and content acquisition,Yangzhou Children's Library currently adopts a series of measures to equalize in the construction of general branch libraries,association cooperation,services for disadvantaged and disabled children,free opening,and reading promotion.Based on the experience of equalization services for children's libraries at home and abroad,this paper sorts out the problems and causes in the development of equalization,and proposes the general ideas and suggestions for the equalization of public services in Yangzhou Children's Library.Due to the influence of various factors such as government functions and self-management,the pressure for equalization of public services in the Yangzhou Children's Library has increased,and higher requirements have been put forward for public service infrastructure construction,personnel training,and reading service provision.With regard to how to promote the development of equalization of public services in Yangzhou Children's Library,this paper gives concrete suggestions on the government level and its own level,including improving the policy protection mechanism,optimizing the management system,rationally allocating financial funds,and constructing equalization service evaluation Indicator system,improving the efficiency of equalization services,strengthening the construction of talents,and attracting qualified professionals to join public service teams through incentive mechanisms,etc.
