Research On Influence Factors Of Equalization Of Basic Public Cultural Services In Jiangsu Library

The report of the Nineteenth National Congress pointed out that the main social contradictions in China have been transformed into the contradiction between the people's growing need for a better life and unbalanced and inadequate development.This contradiction is reflected in the field of public cultural services as the contradiction between the sharp increase in public cultural demand and the unbalanced supply of public cultural services.However,although the practice and study of equalization of basic public cultural services in China has made some achievements,the regional differences,urban-rural differences and group differences of basic public cultural services in China still need to be narrowed and the quantitative evaluation method and the basis for formulating countermeasures are still being explored.Firstly,this paper see into the development of Jiangsu and its public libraries by means of literature research methods.On this basis,it puts forward the hypothesis of this study,assuming that the the factor system consists of the gap of economic and social foundation,cultural market development,financial investment,personnel management,fund management and product and service strategies.Secondly,this paper clarifies the empirical research methods: Step 1,it constructs the evaluation index system of basic public cultural services of public libraries from products and effects,and calculates the standardized scores of public library services in different places based on the population distribution,so as to evaluate the service level.Step 2,it constructs the gap matrix,and defines the coefficient of inequality in order to evaluate the level of public library service equalization.Step 3,the gap matrices of each influencing factor are constructed.Then the gap of each influencing factor and the gap of public library service are paired,and the correlation coefficients were calculated to determine the degree of influence of each factor.Thirdly,this paper uses the data of Jiangsu Statistical Yearbook(2014-2018),Chinese Culture and Relics Statistical Yearbook(2014-2018),and relevant statistical data provided by the Ministry of Culture and Tourism to carry out empirical research.The results show that most of the hypotheses have been verified,but land area gaps,transportation accessibility gaps,cultural accumulation gaps,"skill" gaps,alternates gaps and service convenience gaps have no significant impact on the equalization of public library services in Jiangsu.Finally,this paper summarizes the results and puts forward countermeasures and suggestions.To begin with,we make a comparative analysis of the significant influencing factors,and analyze the reasons why the convenience conditions and soft cultural factors have no significant impact.Then,it is suggested that Jiangsu library should focus on the macro-environment and realize the equality of opportunities;base on micro-management to promote the equality of results;and introspect the state of the convenience conditions and soft cultural factors.Last but not least,we discussed the equalization of basic public cultural services in other regions and industries throughout the country,and advocates the scientizing and routinizing of quantitative evaluation of influencing factors;scientific establishment of the goal of product equalization and effect equalization;comprehensive consideration of macro-environment and micro-management to form a joint force.
