Under the background of building a moderately prosperous society in all respects andvigorously pushing urbanization, the dissemination of public culture service is of greatsignificance. The service of public library, as a direct and important factor of influencing thelocal public culture, should be put on the priority either. China is a country of great population,so are the disabled persons. Therefore, how to guarantee disabled persons with the same rightsand equalities of enjoying resources of libraries asters has become an important subject andpoint for establishing service of public library. The equalization of public library service fordisabled persons is a systematic definition which based on equalization of public service inthe area of public library management. It was implemented by the basic nature of publiclibrary service. Through comparing with the equalization of public library service for disabledpersons of the developed countries such as America, Britain, Japan and our country, theequalization of public library service for disabled persons in developed countrieshas its advantages. However, at present, the public library in our country is still showingservice inequality, lacking of facilities, service personnel and funds, which may owe to theorganization arrangement and its related series of macroeconomic policy and financial patternas well as the “general and uncompleted laws.To solve the problem, we should carry out the mode of “county and townshipintegration”; devote to the development of physical accessibility and barrier free; enhance theinterlibrary exchanges and improve the share system of resources. In a word, for achievingequalization of public library for disabled persons (help them to have equal rights to absorbthe knowledge and join the normal social life); the issues should be figured outcomprehensively on the aspects of law and regulations, related personnel allocation and thetransformation of the conception of service.
