A Study On The Export Restriction Of Artificial Intelligence Technology In The United States And Its Enlightenment To China From The Perspective Of Competitive Intelligence

Since the founding of the People's Republic of China,China-us trade relations have experienced ups and downs.In recent years,the China-us trade war has become a hot topic of globalization.Looking around the world,the export control measures of the United States have a great impact on the world and are highly representative.In order to maintain its dominant position in the international competition,major powers in the world are increasingly concerned about export control research.With the implementation of the state intelligence law of the People's Republic of China,we should attach great importance to the construction of competitive intelligence system on export control.At the same time,since the 1950 s,artificial intelligence technology has been developing all the time,and its corresponding field has increasingly become the field of science and technology which world's major powers are competing on.In the new round of era competition under the general background of artificial intelligence technology,various countries have launched corresponding strategies,and strive to seize the dominant position in the era of artificial intelligence from the perspective of top-level design.Artificial intelligence technology has subverted the traditional industrial model,business model and value chain to a great extent.It is of great significance to objectively understand the development gap between Chinese and American artificial intelligence technology.The field of artificial intelligence technology is developing rapidly in China,but there is still a gap in some aspects between China and the United States due to its late start.Through the study of American technology export control system,it can provide important reference for the development and promotion of artificial intelligence technology in China.Based on competitive intelligence theory,technology gap theory and other theories,this paper constructs an artificial intelligence technology analysis model with competitive intelligence research value in the American export control system by using the method of co-word analysis.Based on the empirical study of the three industries in the most representative "commercial control list" of the us export control system,the ECCN codes and the relevant characteristics of the corresponding Description are quantified,and the characteristics are mined,so as to provide references for the development of artificial intelligence technology in China.The study shows:(1)The restrictions on the electronic industry are particularly prominent in the commodity control list,and the attention on systems,equipment and components is higher than that on raw materials,software,technology,and testing,inspection and production equipment.There are several ECCN codes corresponding to the same Description,among most of which the industry and product category are the same,but the regulatory reasons are national security or anti-terrorism,regional security,United Nations sanctions and crime control,which need special attention.Meanwhile,there are situations in which the three industries are parallel and the three industries are parallel with other industries.(2)The word frequency statistics of ECCN encoding corresponding to Description show that,in addition to focusing on the integrated circuit industry,the commodity control list reflects limitations on the application scenarios,use processes and even the fusion and crossover of different technologies.Schematic diagram of the co-word network between co-occurrence words corresponding to the first six highfrequency keywords shows that the hardware and software in the control technology are closely combined,and the integrated circuit related industries and processing methods are closely combined,which reflects the characteristics of attaching importance to independent research and development,design and innovation.(3)Through the clustering analysis of 559 mixed words and 30 high frequency words corresponding to the Dononhue high frequency and low frequency word segmentation formula,it is found that the integrated circuits word group is particularly focused,followed by the material chemical word group and the software word group,as well as the product life cycle and properties.(4)By using Gephi to compare the network attributes of mixed words and Dononhue high-frequency low-frequency word boundary of formula method corresponding to high frequency words,it is shown that the high frequency words network is more connective and cohesive frequently,hitch shows more significant characteristics of small world,explains that its propagation path is short,time-effect and high correlated,which involves technology especially worthy of attention to the field of high and new technology,and hybrid network average clustering coefficient and modular index shows stronger cohesion.Finally,according to the conclusion of the model framework and analysis,from the perspective of competitive intelligence and the support of technology gap theory,the article analyzes the weakness(W)of China's AI technology development from the data results,and analyzes the strengths(S),opportunities(O)and threats(T)from the actual situation of the development of artificial intelligence technology in China and the United States,and then analyzes the SWOT of artificial intelligence technology in China and the United States under the background of export restrictions,and puts forward the development countermeasures and suggestions from the four aspects of SO strategy,WO strategy,ST strategy and WT strategy,so as to put forward the development countermeasures and suggestions,from which to promote relevant departments pay close attention to in the United States intelligence analysis result of export control system,increase policy support,capital investment and multiple incentives to the field of control.Enterprises,especially head enterprises,should strengthen the construction and prediction of their own competitive intelligence system,deepen strategic risk assessment,and pay attention to the organic combination of export compliance,optimization of industrial structure and independent innovation.Scientific research institutions should strengthen the intellectual support role of intelligence,pay attention to talent cultivation and actively provide dynamic consulting and advice services for the government and enterprises,timely sort out relevant regulatory regulations and trends,and help the government and enterprises timely understand relevant regulations and changes through case analysis.
