Since the intensifying global competition in Web2.0,competitive intelligence raise the requirements for the organizational model. With the dynamic environment, the structure of enterprise competition intelligence that integrated technology, organization, process, culture and decision-making as a whole has also changed greatly,all-the-staff model has become the development trend of enterprise intelligence work. However, the internal CI network with whole staff participation system cannot work continuously. This remain some problem: non-realized value of information, lack of timely feedback, management control and support so on.Through enterprises' practical experience,we found that the three major networks of competitive intelligence systems, corporate culture play a significant role of competitive intelligence activities, which makes that exploring in-depth which aspects can enhance the effectiveness of all-the-staff mode and CI performance in Web2.0 has great significance. There is a shortage of research on the all-the-staff competitive intelligence in Web2.0.It doesn't study in-depth the relationship between all-the-staff CI and CI performance of enterprises. The empirical research is also relatively insufficient. This paper firstly summarizes the researches of predecessors. It points out the inadequacies of the research on all-the-staff competitive intelligence, and it also defines the related concepts. Then, throughout the exploratory study and on the basis of the CI structure of the five fields of information science, this paper analyzes the promotive effectiveness of six elements in Web2.0 on all-the-staff CI with the enterprise capacity theory from the perspective of swarm wisdom and biological nervous system theory.Based on the previous research, this paper analyzes the impact of establishing the all-the-staff CI on corporate CI performance in Web2.0,and builds a model to explore mechanism.Corresponding hypothesis are puts forward. Finally, the structural equation model was constructed by AMOS.The reliability and rationality of the questionnaire were ensured by testing the reliability and validity of the scale, and then test the hypothetical model. The empirical research indicates that: the organization network in Web2.0,technology platform in Web2.0,the social network in Web2.0,all-the-staff CI culture in Web2.0,all-the-staff CI regulations in Web2.0,all-the-staff CI coordination in Web2.0 all have a significant positive impact on corporate CI performance,in which the social network,all-the-staff CI culture and collaboration are particularly influential.According to the results of this research, this paper puts forward the recommendations to enhance all-the-staff CI in Web2.0 from the three aspects: the infrastructure construction ability in Web2.0,the cultural system ability in Web2.0 and the cooperation ability in Web2.0,which can provide theoretical and practical guidance for enterprises to implement all-the-staff intelligence and promote effectively competitive intelligence performance.
