Facing fierce competition under the market-economy system, study on competitive intelligence has been attracting increasing attention from scholars at home and abroad. With continual development of information technology and enriched resource of network information, the library inquiry is no longer the only access to information, and information users begin to enjoy multi-access to information, such as various information service institutes and database providers and etc., and diverse information as well. The traditional leading role of library information service is gradually marginalized, and confronted with competition or cooperation with other industries. Therefore, it is urgent for college library to figure out how to achieve long-term survival and development with its unique advantages and skills.College library needs to seek an innovative path for sake of its own development or the requirement of social circumstances. Competitive Intelligence is an emerging area for college library, and administrators should be fully aware of the great potential competitive intelligence possesses for college library's survival and development, make full use of its own advantages, proactively conduct competitive intelligence service, decide the frame of college library service, and provide intelligence needed by users so as to better plan for the development of college library.In this paper, the general situation of competitive intelligence at home and abroad is included, such concepts as intelligence, espionage report, business secret and etc. are defined, basic theory and model of enterprise competitive intelligence are analyzed, features and function of enterprise competitive intelligence are introduced, enterprises'need for competitive intelligence against market-economy competition is analyzed, and access to effectively acquire competitive intelligence and strategy to avoid market risk for college library is summarized. Based on research result and practice experience of competitive intelligence scholars at home and abroad, in combination with analysis of the advantages and disadvantages of college library, this paper analyzes the necessity and feasibility of conducting competitive intelligence service by college library, and puts forward some feasible methods and strategies for college library to conduct competitive intelligence, in the hope of building up a strong competitive intelligence team relying on rich resource of college, opening up a new field for college library's development, innovating the service mode of college library and offering various featured service to realize the beautiful transition of college library. Conducting competitive intelligence service by college service will make great contribution to the university development, provide valuable resource and experience for teaching, academic research and students'employment, enhance the teaching and academic level of the university, and help students exercise their skills of intelligence. Besides, conducting competitive intelligence service for enterprises is the ultimate purpose for college library's competitive intelligence research, because with competitive intelligence agencies being immersed in market circumstances, all relevant factors, which may influence senior enterprise leadership's decisions, will be taken into consideration, and thus instant and efficient intelligence will be provided to the enterprise, which is a win-win result for both college library and the enterprise. Furthermore, this paper also points out that college library should establish its own database platform of competitive intelligence, which enables the competitive intelligence service of college library to be firmly backed, a sophisticated competitive intelligence system to be set up and college library to maintain sound and sustainable competitive intelligence service. Finally, as regarding the sustainable development of competitive intelligence service by college library, this paper notes that college library should establish a sound security system so as to guarantee more standardized and long-term development for competitive intelligence service.It is in accordance with the inevitable trend of market-oriented circumstances for college library to conduct competitive intelligence service. Though the competitive intelligence service of college library stays a in the research stage and there is lack of practical cases, we are supposed to be innovative and put ideas into concrete action, grope our way forward and utilize theory in practice, which will truly reflect the value of academic research.
