The Decision on Accelerating the Development of Modern Vocational Education issued in June 2014 marks that the development of vocational education in China has entered a new stage.The vocational education is changing from expanding scale and space to improving quality and strengthening connotation construction.In January 2019,the state council issued a National Plan for the Implementation of Vocational Education Reform.It states that accelerating the reform and development of modern vocational education is in line with China's current situation of upgrading the industrial structure,expanding employment and improving people's livelihood.As one of the three pillars of college construction,the level of human resource development and management in libraries of higher vocational colleges is directly related to the level of providing information service for teaching and scientific research.Library human resource management in higher vocational colleges is essentially the theory of human resource management,which is applied in the field of library in higher vocational colleges.Taking the library of Hebei College of Chemical and Pharmaceutical technology as an example,the paper firstly analyzes the outstanding problems and causes of human resource management in libraries of higher vocational colleges,and finally some countermeasures and suggestions are put forward to promote the human resource management of libraries in higher vocational colleges under the new situation.It Mainly adopts the methods of literature review and investigation and starts from the basic theories of human resource management in libraries of higher vocational colleges.The introduction part gives an overall overview of the research background and significance,the research content and framework,and research ideas and methods.The conclusion part summarizes the whole research.The main part of the paper includes four chapters:Chapter 1 explains the basic theory of library human resource management in higher vocational colleges.Centering on two parts,this chapter illustrates the concept,connotation,principle and management scope of library human resource management in higher vocational colleges.As the theoretical foundation for the next step,the first part mainly analyses the concept and connotation of human resource management and its basic principles.The secondpart analyses the scope of human resource management in libraries of higher vocational colleges from the aspects of human resource planning,the department setup and post setting,recruitment and appointment of staff,business training and career planning,performance management an the incentive mechanism of organizational culture.The third part briefly analyzes the particularity of human resource management in libraries of higher vocational colleges from the subjective aspects of talent growth environment,space for development,material resources and financial security,and the urgency of librarians' self-planning and promotion.Chapter 2 states the current situation and problems of library human resource management in higher vocational colleges,taking the library of Hebei College of Chemical and Pharmaceutical technology as an example.The chapter firstly makes a brief analysis of the current situation of the library's human resource management and then set forth the composition of human resources including leaders,Librarian,office staff,editorial staff,IT technicians and work-study students;Secondly,it expounds the following six problems: the lack of scientific planning of the library human resource management,the lack of optimization of the department functions,the lack of the librarian selection mechanism,the obvious deficiency of business training and career planning,the formalization of performance management and the weakness of organizational culture.Through the above analysis reveals the difficulties and problems that constraint the current vocational college library human resource management.Chapter 3 makes attribution analysis on the problems of library human resource management in higher vocational colleges.It states that the main reason lies in four aspects.First,the decision-making level of the school pays little attention to the construction of the library;Secondly,library managers lack modern management concept;Third,librarians lack forward-looking career planning;Fourth,there is prejudice against librarians in higher vocational colleges.Chapter 4 is the countermeasures and Suggestions for promoting the library human resource management in higher vocational colleges.Comparing the problems and causes raised in the previous two chapters,the chapter puts forward some targeted countermeasures and suggestions based on experience and human resource management theory.It thinks thathuman resource management planning should be deepened,the employment management system,the education and training system and the competition incentive mechanism should be perfected,and the construction of organizational culture should be strengthened in vocational colleges.Everything has its origin and end.Man is ultimately the most important and active elements to promote the development of things.Human resource management and development is an important factor affecting the level of library modernization in higher vocational colleges,and the ability of library service affects the connotative construction of higher vocational colleges and the training of high-level professional and technical personnel to a great extent.Therefore,a comprehensive approach should be taken tightly around the key group of librarian under the new situation,and human resource management of libraries in higher vocational colleges should be oriented to new readers.The overall construction of higher vocational colleges will be promoted when the level of information service is continuously improved and the integrated development of librarians and libraries is realized.
