In recent years,China's university libraries have carried out the construction of electronic resources one after another.With the deepening of digitalization construction,electronic collection has been greatly enriched,collection content and scope have been expanded rapidly,and the ways to acquire literature resources have also been changed.At the same time,higher vocational education is also continuously growing.As an important part of higher vocational education,the libraries of higher vocational college also conform to the requirements of the development of the times,and constantly promote the construction of electronic resources.Although there is a certain gap in the aspects of the collection scale and resources number between higher vocational college libraries with the undergraduate institution,there are still many unparalleled advantages in key disciplines and characteristic specialties of higher vocational college libraries.However,there are still a series of problems in the human resource management of the electronic resources construction project team in vocational college libraries.The new resource content and service model brought about by the transformation of libraries are unprecedented,and those librarians who only rest their content with the first-line circulation service are unable to undertake this job.Therefore,it is particularly important for human resources recruiting,training,rational allocation and appropriate incentives.This paper first defines the relevant concepts of human resource management in project management,emphasizes the active role of human resources management for the smooth and efficient completion of the project.Based on the current situation of human resource management of NT library electronic resources construction project,it lays out some problems related to this project,such as the lack of core technical personnel,the unspecified post division,lack of training opportunities,low-quality of training,simple incentive means,imperfect performance management,etc.,and analyzes the causes of these problems.On this basis,it proposes targeted solutions and suggestions through applying relevant management principles,project management theories,human resource allocation theories,training and incentive theories,organization and team management principles and basic methods and so on,and also discusses that how to use the staff training and incentive measures in human resources management under the premise of not increasing the project financial burden,making the best use of team members' intelligence to match their posts,and to achieve the best working results.Since the electronic resources construction is a project applied by NT library,its human resource composition cannot be separated from the whole library's human resources,and the two complement each other.Only when the overall level of the library's human resources is improved,the project's human resource allocation,as a sub-system of its,is likely to catch up.Therefore,in this paper,the two parts involves each other from time to time.This paper empirically analyzes the human resources of the electronic resources construction project,and puts forward its own viewpoints and countermeasures according to the corresponding problems.It also has some reference significance for solving the problems existing in the transformation progress of the traditional library to the digital library.
