In china,with the booming development of economy,software industry takes the lead and strategic.According to a series of policies enforced by the government,which are expected to encourage software-based enterprises,the software industry is of great importance.As the era of Cloud Computing,Big Data,Internet Plus and AI is coming,technology innovation and new model constructed by the software industry have not only changed our lifestyle and working mode,but also accelerated the constructing process of new pattern of economy and military.With the booming development of the software industry,technology and knowledge have been updated constantly,competition between enterprises has become more and more drastic.Therefore,only if the software industry improves its competitiveness,it can win.In Knowledge intensive software industries,labor costing accounts for 60%of their cost,meanwhile,values created by talented people represents 80%of total profit.Therefore,having a group of high-level and top-quality talent echelon through recruitment and development is the key for enterprises to build a sustainable core competitiveness.Reasonable personnel structure and configuration will achieve the maximum advantage of human resources,and these also ensure companies in an invincible position in the fierce competition.Recruitment and allocation of enterprises is an important way for access to talent,but also an important means of building echelon talent.Only by improving the quality of human resources and value output software enterprises can ensure the achievement of strategic goals,so it is obvious that human resources development has an irreplaceable role in the development of enterprises.Therefore,integrating the ideas conducive to the development of manpower activities into all aspects of recruitment activities and carrying out human resources development in advance is of key importance in establishing the core competitiveness of enterprises and achieving the strategic goals of enterprises.Firstly,The paper study and research the theory of human resource development and recruitment related management theory,and then research and analyze the human resources status of P company's recruitment system and software department.Based on this,we dissect the problems existing in the current recruitment system from three aspects:human resources planning,competence and quality,and recruitment implementation process,finding the problem that both can't supplement the recruitment demand in time and can't carry on the human resources development effectively.Then draw lessons from the best practices of excellent enterprises at home and abroad,to build a recruitment system infiltrating into the human resources development ideas.This solution can not only solve the problem of hard to recruit high-qualified talent,but also achieve the 'elite plan',through targeted training and campus recruitment.Finally,we construct a recruitment system based on human resource development,through job position analysis,recruitment process optimization and recruitment effectiveness evaluation.The research results will be of great value to the software department in the practice of using talents,educating talents,motivating and retaining talents,and at the same time,it is of great reference value to the construction of recruitment system of other software enterprises.
