The publication industry in China is getting more and more important to the national economy and people's daily life due to experiencing the great changes in the process of industrialization development during the past years. It has also been an important part of the culture industry in the national economy system.With the building and improvement of the socialist market economy system step by step, the human resource in publication industry are facing the great new opportunities as well as challenges after China joined the WTO. It is significant to resolve the following problems while making the strategy on human resource in the publication industry. First, how to adjust to the new environment by the development of the market economy? Second, how to take advantage of the human resource? Third, how to deal with the competition on human resource cross sections? Four, how to do with the job-hopping due to the attraction from the strong media industry of the west countries. In the epoch of knowledge economy, human resource has been the core of the enterprise resource. Human resource is the container of knowledge and the key to combine information. It does matter for an enterprise to win at last in the competition.This paper is a theoretical research based on the facts. It utilizes the content analysis, literature research, statistics and comparison to analyze the publication industry and the content and relationship of human resource. At first, it indicates the trend of human resource development in the publication industry. And then, it discusses the questions in the context that the human resource in the publication industry is experiencing the industrialized development. After that, it analyzes the opportunities and challenges of the publication industry in the global competition. Furthermore, it gives suggestions on the strategy and policy of the human resource development in the publication industry. At last, it makes a prediction about the future development of human resource in publication industry. This paper aims to make a contribution to the theory development on the study of human resource in the publication industry.
