Children,the future masters of the nation,their physical and mental development,the level of their own quality,both of which directly affects the future development of the country,and various countries in the world pay more and more attention to the cultivation of children.Reading,as one of the important ways of children's social education,is paid to more and more attention by different countries,and some countries have Children's reading risen to the national strategic height and have introduced a series of policies to promote children's reading.Japan is a country which attaches great importance to education,and it pays special attention to the promotion of the whole national quality and the national reading.The earliest thing that Japan developed the reading promotion activities for childrenwas initiated by domestic individual,and later,the promotion of children's reading became the main library alliance,but the scope of the promotion was not large,nor in all areas the activities of reading promotion were carried out.All over Japan,the really mandatory promotion of children's reading began from2002,launched by the government.The Japanese government introduced “about the basic plan to promote children's reading activities” in August 2002,and the plan was revised in 2008 and in 2013,it was revised again.The aspects of implementing policy and subject changed in these three times process of promoting the implementation of child reading policy.The Japanese government emphasized the national concern and understanding of reading activities which was going to change into cultivating children's independent reading ability.Family,local,school and nongovernmental organizations promoted the children's reading activities which was carried out based on the local leadership.Through the promulgation of policies,Japan has greatly improved children's reading situation in Japan,increased the amount of per capita reading and improved children's ability of reading comprehensions..So far,our country has not promulgated policies to promote children's reading.There are no relevant laws and regulations.The subjects of promoting children's reading activities are relatively single at home,and there is a lack of cooperation among schools,libraries and families.This thesis reviews the policy of promoting children's reading which was introduced after Japan entered twenty-first Century,digs into the background of policy-making,introduces policy formulation,implementation measures,policy adjustments and assessments,and some suggestions for promoting children's reading in China are put forward in view of the current situation and existing problems of children's reading in China.
