In recent years,the total output value of the domestic construction industry has been rising.In 2016,China's foreign contracted project business grew by 3.5% over the same period last year,and the original contract volume increased by 16.2% over the same period last year.It can be seen that in 2015,China's construction enterprises "across the door" with the strategic guidance of "one belt and one road".More and more Chinese enterprises undertaking overseas projects,more and more risk management problems are exposed.There are numerous cases of failure.The case of a well-known central enterprise losing 4.15 billion yuan in Saudi Arabia is shocking.How can domestic enterprises face the economic,technological,political and cultural different from domestic enterprises in undertaking overseas projects? Reasonable risk factors become the top priority in project management;compared with more mature countries and regions.China's construction industry risk management is relatively imperfect.With the deepening of external trade,the risk management of overseas projects is basically in a blank stage.In the whole life cycle of the project,there are obvious deficiencies in risk identification,assessment,response and monitoring,resulting in the risk cannot be predicted,the risk occurs without knowing,and the risk cannot respond to the embarrassing situation.Therefore,this paper takes the Karachi project of the traditional state-owned enterprise M company as an example,uses the project management knowledge system to elaborate the process of risk identification,risk assessment,risk control and risk monitoring in the project cycle comprehensively,and does not provide the risk register and risk monitoring record sheet based on Karachi project.Organizational process assets are used.In this paper,risk inventory method,expert investigation method,fuzzy analytic hierarchy process and other methods are used to determine the risk,qualitative and quantitative analysis,to provide a reference and basis for project decision-making and control.Through the risk identification and analysis,this article carries on the risk control analysis to the Karachi project which the company is currently operating,mainly draws the following conclusions:1.Based on the research and summary of a large number of literature,this paper synthetically collates the development process of project risk management abroad.Starting from the definition of risk,this paper comprehensively expounds the characteristics of risk and the characteristics of overseas projects,and probes into the risk identification tools,risk assessment tools and the typical countermeasures of risk in project risk management.2.Combining with the Karachi project of M Company,this paper uses the risk inventory analysis method,flow chart method and the interview method to analyze each other,which provides a guarantee for the risk identification of the key steps of project risk management.3.Combining fuzzy and uncertain characteristics of the risk concept itself,this paper analyzes and puts forward the shortcomings of FAHP,and combines FAHP with fuzzy theory to elaborate and discuss the risk assessment stage of project risk management in detail.Taking Karachi project of traditional state-owned enterprise M company as an example,this paper evaluates the risk of Karachi project by fuzzy analytic hierarchy process and obtains the absolute risk ranking.4.This paper focuses on the main risks in overseas project risk assessment: contract risk,maritime transfer risk,time limit risk,cultural risk and other strategic risks for detailed measures.It also summarizes the risk register and risk monitoring report of M company in Karachi Project.It provides an effective guarantee for risk management for decision-makers and executors in project management.
