Reasearch On Management Of Risk Events In Oversea Engineering Projects

Chinese construction enterprises expedite the steps of Going Global,performing the “One Belt One Road” national strategy.However,more uncertainties occur in fulfilling oversea engineering projects than that in domestic project.The project risk management system does not function under the impact of risk events in overseas.The implementation of project has been seriously threatened.The research for the management of risk events in oversea engineering projects in this thesis is made from the perspective of our construction enterprises which implement the oversea engineering projects.How to deal with the risk events correctly on the condition that no relative scheme in the risk management plan for risk events is the key point of the research in this thesis.In this thesis,the reasons of risk events in overseas have been identified and been classified to two types through the extensive literature survey and expert interviews: cognitive bias and environmental turbulence.The reason why the project risk management system does not function in oversea engineering project has also been analyzed.It is found that the risk management plan is mainly focused on in the risk management system.The plan cannot solve problems incurred by many risk events unexpected.The risk event is unpredictable and cannot be planned.It only can be analyzed and responded on site,which is most difficult for the management of risk events.However,the management of risk events in oversea engineering project is not improvised action.It should follow some principles.This thesis is mainly for the research of these principles.The analysis of stakeholders is introduced and it is emphasized that the initiative management on the behaviors of all stakeholders can guide the tendency of risk events.In this thesis the idea is introduced and the framework of management of risk events is established initially through the extensive literature survey and expert interviews: the one who desires to manage the risk events successfully shall follow the basic principle of pursuing benefit and avoiding loss,grasp the key point of initiative management,focus on the core idea of stakeholder management,and make tactics flexibly in line with local conditions.The proper way of management of risk events is analyzed and concluded from the two oversea engineering cases which I attended as a contractor.The analyses of tactics to deal with the detailed risk events are specific described in these two cases to verify the validity of framework for management of risk events.These two cases are very typical for the oversea engineering projects.One case is the salvation work,which can reduce the loss through the management of risk events.The other case is the successful one that can gain the profit though the management of risk events.The detailed cases presentation about the management of risk events in which two typical practical cases are selected in this thesis will provide some idea or method to enrich the management of risk events in oversea engineering projects,and be helpful to implement Going Global policy based on the “One Bell One Road” national strategy.
