The water resources carrying capacity is one of the important resources and environmental carrying capacity,and is also an important subject in the field of water science.With the continuous development of economy,water resources have become one of the most important factors that restrict the development of regional economy and maintain the balance of ecosystem.The research of water resources carrying capacity is of great significance.Based on this,the paper discusses the basic concept of water resources carrying capacity and the basic theory of water resources carrying capacity evaluation,and puts forward three subsystems of water resources carrying capacity(i.e.,carrying ability system,carrying pressure system and regulation ability system).The carrying capacity of water resources carrying capacity was analyzed.This paper analyzed the bearing process of water resources carrying capacity,evaluated the Huaihe River Basin of Shaanxi Province,Anhui Province and Anhui Province from the perspective of bearing process and obtained the following main achievements:(1)Based on the three indicators of water resources carrying capacity,considering the uncertainty of carrying body and the level of carrying object,the evaluation model of carrying capacity of regional water resources based on carrying capacity was established and applied to the evaluation of water resources carrying capacity in Shaanxi Province.The results show that the method of bearing capacity of water resources carrying capacity is applied to effectively combine the host and the object.Considering the characteristics of the uncertainty of water resources availability,the uncertain amount can be converted into a definite Volume,simplifying the calculation of bearing capacity.(2)Based on the carrying process of water resources carrying capacity,taking the overall well-off as the carrying level,the dynamic evaluation model of carrying capacity of Anhui Province based on carrying process was established.The water resources carrying capacity of Anhui Province from 2005 to 2015 was evaluated.The results showed that: most of the population with strong water resources carrying capacity is in a viable state,and heavy industrial cities have a more overloaded economy.Water resources availability,integrated water consumption per unit of GDP,per capita GDP are important impact factors of water resources carrying capacity.(3)According to the evaluation results of the single-factor indexes by using the short-board method,the single-factor evaluation results of water quality and water quality elements are synthesized by using the risk matrix method,The regional water resources carrying capacity evaluation model(RMM-WCC)based on the risk matrix method is constructed and applied to the Huaihe River Basin in Anhui Province.The results showed that: Adopting the risk matrix method to synthesize the single factor evaluation results,the situation that the water carrying capacity is similar and the water quality overloading is judged to be overloaded with the water carrying capacity of the area is avoided,so that the evaluation result is more comprehensive and more easily conform to the actual situation.In summary,from the point of view of carrying process,the economic and population scale of regional water resources can be calculated,and the risk matrix method can be used to evaluate the bearing status more reasonably.The method is simple and practical.It can be said that water resources management provides a scientific basis and lays a theoretical and method foundation.
