Green Innovation System Based On Complex Adaptive Systems Theory

The research of science and technology facing sustainable development and the cultivation of the ability of green innovation are the hot topics in the academic field recently. The paper uses the ideas and means of CAS (complex adaptive system), and carries on the exploring research of the mechanism and evolution strategy of green innovation system. The main thoughts and conclusions are as below.First, green innovation system is a complex adaptive system and has the traits, mechanism and connotation of CAS. The goal of the system should face the requirement of sustainable development. So the system function structure is made up of economy sustainable development promotion sub-system, society sustainable development promotion sub-system and ecology sustainable development promotion sub-system. By the means of whole embedding and part infiltration, the system structure above couples with the system structure that compartmentalized by "knowledge innovation " and "function process" , and then fulfill the aim together.Secondly, the evolution and development of green innovation system are decided by both the exterior and interior factors. The main external forces are twelve factors required by the cultivation of sustainable development ability, they are effective utility of natural resources, exploitation of new energy, knowledge structure of human resources, sustainable production, multiplication of knowledge capital, sustainable consumption, ecology safety, progress of human ideas and behavior, improvement of education level, optimization of management mechanism and institution, improvement of decision-making ability, food security. All these requests influence the evolution of system through "flow" .Thirdly, the creation mechanism of green innovation system is evoked by the creation of behavior rules of all kinds of innovation agents and decided by the credit allocation of agents to innovation behavior rules. According to the different roles and responsibilities, the creation rules are different.Fourthly, growing from smalI to big, from weak to strong, the growth mechanism of green innovation system is based on the aggregation of the existing building blocks and the discovery of new ones, strengthening the adaptability through changing the behavior rules continuously and being real ized by the intersection and variation of the behavior rules.Fifthly, the growth mechanism of green innovation system is realized by the restricted creation process of the system. The evolution of the system can either begin with the single agent or the multiple agents. The agents learn and agglutinate from each other by the free and restricted import and export to cause the states change and arouse emergence phenomena.Sixthly, the formation and effective management of green innovation agent union is one of the important strategies to drive the evolution of green innovation system. The formation of government dominated innovation organization union should be driven by the establishment of environment protection projects basing on "minimum restricted rule" , the formation of industry driven innovation agent union should be driven by carrying on green technology innovation, and the formation of industry-col I ege-institution driven innovation agent union should be driven by the knowledge innovation facing sustainable development. Through the effective management of all kinds of innovation agent unions, the evolution of green innovation system can be proved greatly.Seventhly, the institution of green innovation system is one of the important carriers of information, tagging and building blocks, and made up of basic institution, core institution and safeguard institution.
