China's economic development has entered a "new normal",the traditional extensive economic growth model that relies on resources has been abandoned,and environmental concerns continue to rise,making sustainable development an inevitable choice for China's economic development.To achieve coordinated economic and environmental development,the "two mountains" theory in 2005 and the report of the Party's 19 th National Congress in 2017 both pointed out that economic growth must not be sacrificed at the expense of the environment and waste of resources.A green development model must be achieved.Green innovation combines innovation-driven development and green development models,and is the fundamental way to achieve sustainable development.The article takes Zhejiang Province as the research object.Zhejiang Province is not only a large economic province in China,but also the first place of the "two mountains" theory.It studies the development of green innovation in Zhejiang Province in the past ten years,not only for Zhejiang 's future green innovation development.It is instructive and also has reference significance for the development of green innovation in other provinces.From the perspective of “greening” of economic development,“greening” of innovation and development,and efficiency growth,the paper analyzes the time evolution and spatial pattern evolution of green innovation efficiency in Zhejiang Province,and combines traditional innovation efficiency with green innovation.The efficiency is compared.Finally,based on the research results,the stakeholder theory is introduced to construct the promotion model.Suggestions are made from the research perspective and the research content.Firstly,based on the research of green innovation at home and abroad,the evaluation index system and the influencing factor index system of green innovation efficiency are constructed.Then,the green innovation development in Zhejiang Province is analyzed from the time dimension and the spatial dimension respectively,and the green innovation development index is established.The system analyzes the evolution of green innovation in Zhejiang Province from 2003 to 2016,and then uses the traditional DEA model and the SBM method with undesired output to measure the traditional innovation efficiency and green innovation efficiency of 11 prefecture-level cities in Zhejiang Province.Analyze the spatial development status and its differences between traditional innovation efficiency and green innovation efficiency.For the green innovation efficiency,the Malmquist index method is used to dynamically decompose the indicators.The static and dynamic combination of 11 prefecture-level cities in Zhejiang Province in recent years.The comprehensive development of green innovation is carried out;then the Tobit model is used to carry out regression analysis on the factors affecting the efficiency of green innovation in Zhejiang Province,and get relevant factors affecting the development of green innovation.The research results show that the overall level of green innovation in Zhejiang Province showed a rising trend from 2003 to 2016.Among them,the development of economic level has the greatest impact on the development of green innovation in Zhejiang Province.From a spatial perspective,first of all,the traditional innovation efficiency of 11 prefecture-level cities in Zhejiang Province has always maintained a high level.The green innovation efficiency was lower in the early part of the research period,but it showed a year-on-year trend,and it was basically at a higher efficiency in the later period Level,but the level of green innovation efficiency development in cities such as Luzhou and Lishui is relatively low.It shows that the greenness of technological innovation in 11 prefecture-level cities in Zhejiang Province needs to be improved.In addition,the analysis of influencing factors on green innovation efficiency found that economic level and industrial structure still have a significant role in promoting green innovation efficiency.Therefore,based on the research results,stakeholder theory was introduced to build a model of government-enterprise-university-university-university improvement Related improvement suggestions.The government builds a platform to guide enterprises and universities and scientific research institutions to carry out green innovation,balance the technological level and technical resources of various regions,adjust the regional foreign investment structure,and enterprises and universities and research institutions feedback the results of scientific research innovation.Relevant technologies weaken regional differences in green innovation development.Finally,companies return funds and market them,thereby realizing the cyclical improvement of green innovation.
