As China's energy resources continue to be consumed and the ecological environment is increasingly damaged,the traditional economic development model that blindly pursues economic development and ignores environmental sustainability has been unable to adapt to the current “new normal” of the economy."To solve the current problems,we must adhere to the development concepts of innovation,coordination,greenness,openness,and sharing." It clarified the key position of green innovation in China's social and economic development.At present,China's economy is at a critical stage of shifting from high-speed growth to high-quality development.Promoting green innovation can not only promote the coordinated development of economic growth and ecological protection,but also greatly reduce the intensity of pollutant emissions and energy losses,and reduce the negative environmental impact.It is the only way to achieve sustainable development in China.Therefore,how to effectively enhance the ability of green innovation is of great significance to China's sustainable development and will directly affect China's economic transformation and ecological protection.Based on this,from the perspective of input and output,this paper analyzes the changes in the efficiency of green innovation in China and provinces at various stages,and then studies the influencing factors of green innovation efficiency to find an effective promotion for the development of green innovation in China.path.The specific content and conclusions are as follows.First,the concepts of green innovation and green innovation efficiency are defined according to the research content and research objects,and the theoretical foundation composed of the innovation theory,innovation system theory,and sustainable development theory is elaborated.The analysis of innovation input-output and environment status indicates that China still has insufficient green innovation inputoutput and innovation environment,and the level of knowledge output and achievement transformation is not high.Due to the interaction of different environmental factors,how to effectively improve the output level of each link in the process of green innovation and promote the improvement of the efficiency of green innovation has become an urgent problem.Secondly,based on the innovation value chain theory,green innovation is divided into technology R&D stage and achievement transformation stage,and the related network DEA model is used to evaluate and compare the green innovation efficiency and the two-stage efficiency of each province in 2010-2017.The calculation results show that China's green innovation efficiency only reaches 67% of the optimal level,and there is still much room for improvement.Among them,the level of green innovation in the eastern,central and western regions is decreasing in sequence,and the relative differences between provinces are shrinking.Viewed in stages,the efficiency of China's achievement transformation has increased and decreased,while the efficiency of scientific and technological research and development has been greatly improved,resulting in an overall upward trend in green innovation efficiency.In terms of R&D efficiency,the eastern region shows a significant downward trend,the efficiency gap in the central region is as high as 45.5%,and the western region is a key region that promotes the improvement of R&D efficiency.In terms of the efficiency of transformation of results,the average efficiency of the eastern and western regions remains basically unchanged,while the central region maintains a steady growth trend;the two-dimensional matrix of efficiency can divide the provinces into low R&D low conversion,low R&D high conversion,high R&D low conversion and high Develop four types of high conversion.Then,it analyzes the impact of each influencing factor on green innovation efficiency and two-stage efficiency,and uses the Tobit panel model to study the influencing effect of each factor.The regression shows that except for the industrial structure,environmental regulations and market demand are not significant,the remaining factors are all Promote the improvement of green innovation efficiency,and R&D expenditure and economic development level are inversely related to green innovation efficiency.In terms of technology R&D efficiency,government support,informatization and technology R&D efficiency are positively correlated,and the level of economic development plays a negative role.In terms of efficiency of achievement transformation,R&D personnel,industrial structure and government support have a significant positive effect on efficiency,and the level of economic development is negatively correlated.Finally,based on the regression analysis of the influencing factors,select the key factors that have a significant impact on the efficiency of green innovation to build a green innovation system,and simulate and analyze the trend of green innovation efficiency under different paths.The system dynamics simulation results show that it is expected that my country's overall green innovation will maintain a good development trend in 2018-2025.However,the energy consumption per unit of industrial added value is still far from the goal proposed by "Made in China 2025".And the overall environmental pollution is on the rise.In terms of innovation transformation,invention patents are increasing year by year,and sales revenue of new products is also showing a steady upward trend.The different paths set based on the key factors of green innovation can increase the efficiency of green innovation to varying degrees,and can provide a reference for policy formulation.
