| Every step of mankind towards ocean is inseparable from technological progress.Under the requirement of high-quality development of the marine economy,the transformation and industrialization of scientific and technological achievements through scientific and technological innovation has become a powerful driving force for comprehensively improving the quality and efficiency of the growth of marine economy.The process of scientific and technological innovation itself is a complex system involving multiple subjects and multiple stages.The collaborative interaction of industry,university and research is more conducive to the research and development of marine scientific research achievements,and is more conducive to effective diffusion of scientific and technological achievements to achieve drive of marine scientific and technological innovation.Therefore,scientifically and rationally evaluating the efficiency of China’s provincial marine scientific and technological innovations and exploring countermeasures are of great guiding significance for the implementation of the "marine power"strategy.This research mainly includes the following work and contributions.(1)Firstly,this paper builds a multi-directional efficiency analysis(MEA)model to measure the endogenous individual efficiency and improvement potential of input indicators in China’s marine science and technology innovation process.In the past,the study of individual efficiency often used the directional distance function,which was exogenous when selecting the direction vector.In fact,each coastal area should seek different behavioral decisions to improve the efficiency of scientific and technological innovation based on its own development scale and other factors.This article uses the MEA model to evaluate the individual efficiency of the input indicators in the marine scientific and technological innovation,and examines the sources of inefficiency in the marine scientific and technological innovation process.The research shows that talent structure of China’s marine technology transformation stage is relatively reasonable,and the capital allocation is relatively perfect,but there is still room for improvement,while the allocation of education resources and scientific research funds continues to be strengthened.The individual efficiency of each input of China’s marine scientific and technological innovation presents a fluctuating development trend as a whole.(2)Secondly,this paper builds a complex network DEA model and evaluates the overall and stage efficiency of marine technological innovation in 11 coastal areas of China.In previous studies,the scientific and technological innovation process was divided into a two-stage process of scientific research process and technology transformation process.Based on the collaborative perspective of industry,university and research institute,the marine scientific and technological innovation is divided into a complex three-stage process of marine education,marine scientific research and technology transformation.From the overall efficiency to the local efficiency,the marine innovation-driven development is comprehensively investigated,and different types of marine scientific and technological innovation-driven models are divided.The model can avoid the efficiency error caused by the subjective selection of stage weights,and thus truly measure the efficiency of China’s provincial marine scientific and technological innovation.The research shows that overall efficiency of marine science and technology innovation in China’s coastal areas is low,with regional imbalances,and the imbalance between efficiency of marine education,efficiency of marine scientific research and efficiency of technology transformation.(3)Thirdly,this paper constructs a space panel model to analyze the external influencing factors of China’s marine scientific and technological innovation efficiency.Further according to the characteristics of the development of marine science and technology innovation in various regions,we have formulated countermeasures for improving the efficiency of marine science and technology innovation for six types of innovation-driven models.This study shows that the level of economic development has a significant role in promoting the efficiency of marine scientific and technological innovation.At the same time,the transformation and upgrading of the marine industrial structure has an important role in achieving innovation to drive a strong marine nation.Policy makers should also pay attention to the stage of low efficiency when pursuing the maximization of overall efficiency,and fully recognize the important role of marine education,scientific research and technology transformation in the process of marine scientific and technological innovation.Coastal areas should pay attention to the development characteristics of different marine scientific and technological innovations,and formulate a marine scientific and technological innovation development plan according to local development advantages and shortcomings. |
