Liangshan has effectively approved construction for the whole state special line network,ensuring the orderly development of the company’s dedicated line projects,and supporting the development of the market as soon as possible.To start the project of Liangshan state line network construction project,the project is a heavy task and time is tight.The project progress management is of great significance to the successful completion of the project.Based on the theory of project progress management and critical chain theory(CCM),this paper studies the progress management of Liangshan special line network construction project.This paper first analyzes the current situation and the reasons for the delay of schedule management of Liangshan special line network construction project.The results show that the main reasons for the delayed progress of the Liangshan state line network construction project are the shortage of human resources,the unscientific method of project control,the change of customer’s demand and the limitation of personnel ability.Based on the above reasons,this paper proposes to increase human resources,use scientific and reasonable progress management methods,communicate project changes with customers in time,improve the ability of project staff and so on,and point out the necessity of the application of key chain method in the project schedule management.Based on this,this paper uses the key chain method of project schedule control method to manage the progress of the project.First,the WBS work is decomposed to the project,and the work breakdown structure is set up.Then,this paper uses the Delphy(Delphi)expert appraisal method,the historical data appraisal method,the three point estimation method to estimate the project duration,and identifies the key path and the key chain of the project with the Gantt chart and the network technology method.Finally,the project buffer is set up in the critical chain to calculate the buffer time and optimize the resource allocation.After resource conflict resolution and project buffer adjustment,the resources and timing of the project are more reasonable and the construction period is shortened by 17 days.Finally,this paper puts forward the progress control and implementation guarantee scheme of the project,including the implementation of the progress control,the development of a perfect schedule control plan,the enhancement of information communication in all aspects,the increase of resources,and the improvement of the ability of the staff.Through the above progress control optimization and implementation guarantee,the coordinated distribution of the project personnel is strengthened,the project time limit is shortened,the cost expenditure is reduced,and the customer satisfaction is improved.
