Research On University Micro-policy Of Institutional Repository

In the late 1990 s,Institutional Repository appeared along with the development of the open access movement,which scholars can exchange and share their academic resource.Practice in constructing the Institutional Repository announced that technology is no longer the key issue,the relevant policies and supporting mechanism can promise Institutional Repository the brightness of the future for sustained and healthy development.Institutional Repository policy is an indispensable and important foundation that Repository can implement the concept,principles and guidelines for action,which can provide an important basis and macro guidance for the construction and development of Institutional Repository.A comparative analysis of the development of the micro-policy of the knowledge was made based on the universities in the UK,US and China,which put forward some suggestions.The introduction part introduces background,definition of Institutional Repository that has described type,continents,countries,system,current situation of Institutional Repository,which has been academic,institutional,dynamic and open characteristics,also emphasized the policy factors on the theoretical and practical significance of Institutional Repository,which can accelerate the communication,and implement open,sharing and depository.The first chapter elaborates the theory and policy of the Institutional Repository.Summarize the studies of several kinds of definitions of Institutional Repository,and introduces the function of Institutional Repository,its influence on library and personal,the progress global OA macro policy.an investigation was taken on the global Institutional Repository microcosmic policy by OpenDOAR,which focus on analyzing and introducing the micro–policy of UK,US and China university Institutional Repository.The second chapter gave an analysis on micro-policies of UK,US and China university Institutional Repository,which include such index as content,personnel coverage,resources,resource type,document format,metadata standards,submission,licensing model,store agreement,cancellation policy and so on,a comparison in microscopic policy was taken..An university Institutional Repository microcosmic ecosystem models was given in the third chapter,which include library,reader and resource owner,based on construction and service experience of foreign university Institutional Repository,and niche of China,it suggested that mandatory is given priority to voluntary,and voluntary submission combining mandatory submission strategy.And clear rights and obligations,software copyright and resource copyright,Creative Commons and fair use.The fourth chapter gave the summary of this paper.The China Institutional Repository micro policy was formed slightly retarded,as well as abroad,but a considerable number of university institutional repositories finished the policy framework without supplement the specific policies,Institutional Repository policy is not active,which affect the sustainable development of the Institutional Repository.
