Study On Open Access Policy Of Institutional Repository In China's Universities

The open access movement is beneficial to better information dissemination and knowledge sharing.The institutional knowledge base has come into being in the global open access movement,and the policy of institutional knowledge base is instructive to the idea of building knowledge base and the implementation of various operations.It is also an important part of the establishment of Institutional Repository itself,and has an important role..In May 2004,China signed the Berlin declaration to promote the sharing of scientific resources in China by global scientists.In 2012,the National Science Library Science and Technology Information Policy Center issued the policy guide for the management of the content and dissemination of the institutional knowledge base for public education and scientific research units.This is the policy integration guide for the first research results in the institutional repository.(the main aim is to support the results of public funds);in 2014.In May,the Chinese Academy of Sciences and the State Science and Technology Commission issued a policy statement on open access to papers published in public funded research projects and a policy statement on the implementation of open access for scientific research papers on funded projects,which provides a good reference for other scientific research institutions to formulate open access policies.University is a very important research output institution.It is of great significance to establish an institutional repository to realize open access of knowledge.This paper mainly studies the policy of opening access to knowledge base in Institutions of higher learning in China.The main part of the article first introduces the institutional repository and its policies,and then selects 45 colleges and universities that have participated in the period of CALIS three as a sample,and investigates the policy of the institutional repository from the three aspects of the policy of deposit and payment,the policy of communication and the policy of service.Finally,it puts forward some suggestions for improvement according to the shortcomings.This paper,in addition to introducing the general situation of foreign countries development,also makes a reference to some foreign developments in the analysis and improvement of the policy of the institutional repository of institutions of higher learning in our country.At present,most of the research on the policy of institutional knowledge base is to make a specific analysis of a certain university or to study some point in the policy.The main innovation of this paper is to make a systematic and thorough investigation and Analysis on the institutional knowledge base policy of all colleges and universities contained in the period of CALIS three,and combine some foreign experience.In order to provide some reference for the development and improvement of the knowledge base policy of institutions of higher learning and the development of the institutional repository itself,the corresponding improvement measures are put forward.
