Universities bear the task of higher education and scientific research and innovation. Its teaching and research are increasingl y showing us a phenomenon of interdisciplinar y and penetration of field demonstration. As a form of self-storage service, the appearance of university institutional repositories(IRs) ca universities n not only meet the urgent demand of information work for teaching and scientific research, but also is an effective wa y to balance and improve the current teaching and scientific research management. Thereby, the information construction can be more clearly assimilated into the mainstream work of universities.From the practice of domestic and foreign IRs, technology is no longer a critical issue, but the appropriate service mechanism is the fundamental for its sustainable and healthy development. Compared with other types of IRs, universit y IRs are outstanding both in quantity and the speed of development in recent years. However, there still exist bottlenecks and huge challenges in sustainable development, such as fuzz y positioning, lack of service, imperfect polic y s ystems, researchers’ consciousness and so on, which made most of the universit y IRs meet the onl y role of storing knowledge and appeared stagnation on their development way.By comparing and analyzing the construction of IRs from home and abroad, this thesis will draw on the advanced foreign experience form the aspects of organization, management, service and so on to improve the strategic mechanism whose aim is for universit y teaching and scientific search, giving full pla y the value of particular service. The main content of the article is divided into four parts: the first part analyzed the current status of theor y research and practice of IRs from home and abroad. It also did a major surve y on the construction of IRs from America, British and other developed countries. The second part, based on the related construction theories of IRs, it started to anal yze the domestic and foreign university IRs by network surve y and comparative anal ysis to summarize the differences in their construction and services. The third part, it had a questionnaires to anal yze the demand for IRs’ service in the process of universit y teaching and scientific research management in China. Combing the second part, it also summarized the related factors that affect the service construction of universit y IRs in China. The fourth part, it proposed construction model of China’s universit y IRs, qualit y assurance system and polic y support s ystem. Based on these assuring measures, the service construction model of universit y IRs is formed to meet the demand of university teaching and scientific research, assuring the long-term sustainable development of IRs. By this thesis, we hope that there will be some references can be provided for the future construction and improvement of IRs with Chinese characteristics.
