Research On The Policy For Institutional Repositories In China's Colleges And Universities

With the progress of the science and technology,information resources in various disciplines is increasing rapidly.The traditional academic information exchange activity is limited by the long period of publishing and the increasing of journal priee,it is difficult to fulfill the needs of scholars for aeademic information exchange activity.The Open Access movement emerged in order to overcome the drawbacks of the conventional academic exchange activity and promptly disseminate academic information in the internet for free.Meanwhile,it has become an urgent need to preserve the numerous digital information and ensure its validity which produced by the research and teaching activities which have become increasingly dependent on computers.As an important way to achieve open access and long-term preservation of teaching and scientific information,institutional repository has become a hotspot in library and information science community,which has attracted many scholars participate in theory research or practical activities.The meanings of found IRs in colleges and universities are:to reduce the burden of funding in the database and other digital resources;to reveal information resources;to preserve the academic and teaching resources which are quickly increased.To found IR in colleges and universities,people could use the advantages of it,which in information resources,technology,and human resources.But after a long period of build IR in colleges and universities,the status of China's IR in colleges and universities are still in primary stage.After investigation and statistical analysis in this thesis,we could have known about the situation of IR in colleges and universities in China,Hong Kong,Taiwan,Japan,Australia,United Kingdom and United States of American.Also,the author eompares the different about IR,s policy,digital information,software,in order to colluded the better policy for building IRs in China's colleges and universities.The policy for the IRs in colleges and universities is that:develop the detailed policy for self-archiving and intellectual property protection,increase the sources of funding,improve the quantity and quality of the resources which updated in the IRs,focus on improve technology and recruit,build the regional confederation of IRs.
