The Design And Implementation Of Guizhou Local Tax Performance Appraisal System

Performance appraisal is an important means to maximize the efficiency of staff working.It is of great importance to higher the level of dealing with taxes and maximize the efficiency of working,when it referred to conduct the performance appraisal scientifically in the tax department.With the Three Golden Taxes project successed in deploying in GuiZhou,The local taxation work of performance management in GuiZhou Province also ushered in a new assessment requirements.In this paper,Basing on the existing tax system of GuiZhou local tax,and combined with the unique characteristics of the local tax system to achieve automatic performance evaluation system.Firstly,the difficulties of performance appraisal,the definition of performance evaluation,equity theory and assessments are analyzed.According to the status quo of tax system and assessments of the actual demands of GuiZhou Local Taxation Bureau,the author of this paper have designed two methods of assessments as regards to city,country,regions,all of those based on the theoretical study.According to different levels,different regions and different sectors,and different business situations,established index systems for each business domain and various departments.Finally,the author of this paper attempt to design a performance appraisal scheme of business indicators evaluated automatically and manual indicators evaluated artificially.Based on the above performance evaluation scheme,this paper has realized the performance evaluation system which covering the city and county of GuiZhou province.This system is divided into two parts:the back-end data processing and the front page of exhibition.The data processing work:on the one hand,is writing the data fetching statements of SQL according to the definition of index fetching caliber,on the other hand,is data processing and score calculation based on specific assessment scheme;The front exhibition part including several function modules' realization:artificial evaluation index score,supervision related points,special projects score,superior and subordinate mutual assessment score,leadership score etc.synthesizing the score of different modules'evaluation results,coming out the final assessment results.Compositing multidimensional assessment results make the evaluation more comprehensive and scientific.The system has achieved the desired target,in line with the requirements of the performance management of GuiZhou local tax,has been widely used in GuiZhou Province,greatly improving the efficiency of the performance evaluation of GuiZhou local tax.
