Construction Of The Index System Of Performance Appraisal And The Application In The Local Taxation Bureau Of Guizhou Province

Taxes are the main source of accumulating economic development for nations.Strengthening tax collecting management and improving the quality of taxation important duty of the tax department.And,to improve taxing quality,government need good performance evaluation methods to improve the efficiency of tax officials,the tax service evaluation and the public satisfaction.The first step of performance evaluation is to establish index system which should build an appropriate assessment of the revenue department.Thus it is very necessary to establish a reasonable index system.With the development of information technology and reform of domestic tax system,performance assessment automation has increasingly become an urgent demand of the Inland Revenue Department.This paper,in the first place,introduced the flaws of government performance evaluation index system design in the past.And then,according to the status of performance appraisal Guizhou tax,proposed assessment indicators and assessment criteria which designed to be linked to working efficiency and quality.Finally,establish assessment indicators for each sector,to fulfill the requirements of actual situation in different levels,different regions and different emphases.In this paper,aiming at the application and status quo of existing tax professional system to land tax of Guizhou,based on needs analysis of performance evaluation information,author proposed a design of performance index for actual work based on data stored in a table-driven technology with the source of Guizhou specialized tax revenue sources,data collection and management system as an indicator extraction.Based on this,and using land tax in Guizhou as background,author designed and developed of Guizhou tax performance appraisal system.This system combined computer with manual work,which users can simply adding and modifying the data-driven table index SQL access statements,instead of complex process.By data,rather than hard-coded,more effectively ensure the maintainability and scalability of the performance appraisal system.
