The project schedule management is one of the important content of project management, the goal is to ensure that the project can be completed in a specified date, and certain amount of cost. Therefore, formulating a reasonable schedule and implementing effective schedule control is important part of the schedule management, which directly determines the success of this project.With the rapid development of science and technology, the use of information technology have got the exponential growth in the global scope. But the development of the information system have some characteristics such as large investment, long period, high risk, and involving a wide range,once failure will cause a huge waste of human and financial resources. The traditional project schedule management method, such as the Gantt chart, plan review, S graph and grid map, all only consider the logical relationship between the activities of a project, but do not consider the human behavior factors, resource constraints and other issues. So these methods are only applicable to small scale, low risk of project schedule management, when it comes to large and medium-sized information system, it cannot grasp a comprehensive problems in the process of implementation of the project schedule.Critical chain method of project schedule and earned value management with cost can effectively manage the research of large and medium-sized information. The source of the critical chain method is the "theory of constraints" management philosophy. It advocates a holistic, system view of project management, what's more, the comprehensive consideration of resources, human behavior, and other factors. The earned value method is a kind of effective method for comprehensive control of project schedule and cost, which integrated project scope, cost and schedule quality. The combination of two methods can meet the requirement of the schedule management in the process of information system development.In this paper, it based on the critical chain method and earned value method, and combined with the project practice and time backward to design the buffer area. Allowing modest additional delivery will change the continuous activity that affect the duration to "independent activity", in order to ensure the project can be successfully completed. In the process of project implementation, we analysis the key chain activities with earned value theory, and take the cost factors into consideration to effectively control the project in the implementation process. To solves the problem of Inspur iNAS project in schedule management, we use critical chain method and earned value method to effectively improve Inspur iNAS project management present situation, which also ensure that the project with low cost, high efficiency, high energy-saving normal operation. Finally, at present, the information system development is universal through the study of the key chain method and earned value method in the application of specific projects, we can provide certain reference and guidance for other types of project management.
