Today, the information technology industry has been developing rapidly in the world, but behind the rapid development, most IT projects have been failed because executing without according to the project plan. One of the main reason which leads to failure is the lack of an effective management method, to real-time dynamic control of the project progress. Therefore, in order to cope with the fierce competition and complicated information era, it is particularly important that introducing of the earned value method for IT project schedule management, the method which is integrated control of project schedule and cost.First of all, studies the development situation and development trend of project management; reports the current research situation of project schedule management; detail descripts the mainstream technologies of project schedule management, such as work breakdown structure, critical path method, earned value method. Then, aiming at the JTBW project for example, with making use of project schedule methods, draws up a feasible project schedule plan by using Project software tool. Finally, in project implementation process, collects the basic data, such as BCWS, BCWP, ACWP and others. Basing on the project schedule plan, using the earned value method, makes a comprehensive analysis of the schedule plan’s implementation of each phase of the project, further, draws the evaluation curves and makes the deviation tables. Finds out the deviations from the chart and analysis the causes of the deviations, and takes the corresponding corrective measures, to ensure that the entire project according to project plan execution. Through analyzing the data of the CV, SV and CPI, SPI performed index, compiles Two-dimensional performed index, to evaluate the performance of the project.In addition, on the basis of studying the existing currently problems in IT project management of our country, through analyzing and summary the practical experience of the JTBW project progress management example, studies the application of the earned value method in general IT project management. On account of the characteristics of IT project management, discusses the application of the earned value method in IT general project schedule and cost control, for implementing the objectives of shorten the project period and reduce the project cost.
