In order to respond positively to the country promoting the construction of three network mergence and the State Administration of Radio Film and Television (SARFT) network of the next generation (Next Generation Broadcasting network, referred to as NGB) requirements ahead of fierce competition with telecommunications operators, Guangxi GDWL company according to its own needs, plans to build a large-capacity OTN networks. Guangxi GDWL OTN networks project duration is divided into two periods, in the implementation of projects in need of work, more professional, more departments for timely communication and resource-sharing, project "one-time, temporary, unique nature" and other features to meet as a universal definition of project management. Project completed on time can lead to enormous social and economic benefits, if you delay, led to a great deal of loss. Therefore, the implementation of standardized management on the progress of the project, the project to the successful completion of the progress of the goals and deadlines become the key objectives of the project construction.This article first summarizes the basic theory and methods for progress schedule management, then Guangxi GDWL company's OTN network-building project as a case study, combining theory and practice, comparative analysis, and document research, analysis of the reasons for the delay in the progress of the first phase of the project, put forward improvement measures and the general idea of the progress of the second phase of the project management. This article focused on phase II of the OTN project, project teams using project management methods, tools and technologies, strictly in accordance with the progress of the project management process, determines the scope of the project, the implementation of detailed project breakdown (WBS), forming a Gantt chart, milestone table, the preparation of detailed project schedule (network diagram), identify the critical path. Project teams use the progress control and earned value method based on the CPM on OTN phase II project progress monitoring, analysis and control. This article also described the OTN phase II of project progress and risk control methods and procedures.This article progress progress management, risk management and applying earned value management theory based on CPM to OTN project of Guangxi GDWL company in on the progress of phase ? project management, for universal and improving the level of communication construction project schedule management in the radio and television industry, has a certain significance.
