With the coming of economic globalization and the age of knowledge economy, both domestic and international markets, enterprises must face the cruel and fierce competition, for they formulated a reasonable business strategy and effective management is imperative. As is known to all, the enterprise wants to remain invincible in the fierce competition, in the final analysis is the competition of talent, so the core of enterprise management is human resource management, and the core of human resources management is the management performance. Therefore, performance management has become the key to realize the strategy of the enterprise, enhance the enterprise's competitive strength is.The paper carries on the analysis to the status of a bank's existing business outlets, combined with human resource management system of the current bank, with branches as the starting point, the business outlets set positions were summarized, making different groups of performance goals, over a complete set of performance management processes, initiated from the beginning of the performance plan, set the reasonable the crowd's performance goals, combined with the bank's existing marketing assistant system is directly based on performance data synchronization or data entry to the implementation of quantitative evaluation, and qualitative indicators designed to meet the business development needs of the qualitative assessment, according to the assessment results for targeted performance coaching, again in the final period of assessment of performance appraisal, and counseling, this cycle to the end of the year, the annual assessment. The ultimate aim is to improve the performance of employees, help employees grow, to better achieve the business target. The system using java development language, using J2 EE, struts, spring and hibernate integration development technology to achieve, in MVC mode, implement a bank performance management system based on web.This research work mainly in the following aspects:1. Discuss business outlets and their configuration and so on. Secondly, according to the actual demand analysis method to set goals, put forward the overall business outlets index. Once again to discuss the implementation of performance appraisal, the appraisal way staff performance. This paper starts from the analysis of business requirements, including business situation and business objectives. And detailed functional requirements analysis, system of performance management of the main business module needs analysis, including performance goal setting, initiated performance plan, Performance appraisal implementation, performance coaching and feedback implementation. Finally the overall scheme of the system.3. The detailed design of performance management system. First, the paper design the system architecture, divided into the presentation layer, business layer, support layer and persistence layer. To build the system function structure. Finally, the detailed design for the main business functions of the system module.4. Implementation of performance management system. To achieve the main business performance management system function module. Better to realize the expected system, can be very good to meet a bank outlets daily performance management needs. To solve the problem of the performance management system operation. To promote the band outlets of the staff performance, so as to better accomplish the task.
