The reform and development of Chinese banking system accelerate the cultivation of various financial institutions. Under the new circumstances, human resource reform has been brought up as an urgent matter for maintaining the good momentum of prosperity and stability. How to evaluate an employee’s performance, following the principle of fairness, openness and equity, requires further pondering and discussing among the banking institutions. More and more banks now prefer to apply KPI model based on each branch and individual. But how to give full play to a performance assessment system, ensuring the effort of performance assessment, is a key factor to every bank executives and also the key of this article.Firstly, this article introduces daily business work of Zhongshan Xiaolan County Bank, collects and qualifies data from related banking businesses, including deposit business, loan transaction, intermediary business, staff workload, revenue, performance pricing, etc. Secondly, this article do a demand analysis towards the system through the principles and methods of software engineering. In Business analysis, this article studies existing system problems, former business processes and so on, so as to provide a optimized business process, including performance assessment index management, performance assessment planning management, performance assessment implementation management and performance assessment outcome management. In functional analysis, this article clarifies system function by use case analysis and description, given the overall functional packages, which includes six parts-performance assessment index management, performance assessment planning management, performance assessment implementation management, performance assessment result management, basic information management and system management, and their sub-functional packages. Through banking performance assessment management, from micro to macro perspective, it provides a complete solution of performance quantification along with providing overall and subjective data, so as to provide data support for Zhongshan Xiaolan County bank when making effective employee motivation measures.
