Static and dynamic information of public lighting has become a Big Data System, with the rapid development of the third industrial revolution. It is necessary and urgent to establish a software platform based cloud technology. This platform shall be designed with good expandability and real-time data management. The software system build on top of the platform provides elastic services according to user requirements. In this paper, an Intelligent Lighting System has been designed and implemented based on the cloud technology.The system model has been established on the theoretical basis of lean thinking. A full set of control and requirement analysis has been developed to ensure effective supervision and maintenance of municipal lighting facilities toward the implementation of the Intelligent Lighting System, exploiting innovations involving the metro sensor networks, wireless remote sensing technology, and Browser/Server programming. Requirement analysis has been the skeleton in software develop, the data requirement analysis and function requirement analysis have been introduced in detail.The Intelligent Lighting System is the key component of the paper. Major issues such as the infrastructure of the cloud system, data acquisition and processing, cluster function and web application, have been introduced in detail. As well as the design of those important subsystems, e.g. monitoring and dispatching management, geographic information management, and production scheduling management subsystems have been introduced in detail. The system has been successfully implemented in Tong Zhou District, Beijing, with good performances illustrated by energy saving and overall effectiveness. Moreover, the reserved interface of the Intelligent Lighting System will be expanded conveniently.
